GIZ - Advisor on Cooperation and Dialogue

GIZ is looking for an Advisor on Cooperation and Dialogue  for its project “Strong Public Services for Local Communities in Moldova”, which is financed by the German Government and will be cofinanced by EU.

This position is planned to start in August 2026 and will last until 31.12 2028. The permanent workplace for this position is Chișinău.

The core responsibilities of the Advisor on Cooperation & Dialogue is to support the establishment and facilitation of constructive cooperation mechanisms and dialogue platforms among relevant stakeholders. The Advisor will contribute to coordination processes, stakeholder communication, consensus-building, and participatory approaches related to project implementation and reform activities in Moldova, especially in Transnistria region and Găgăuzia,

The main tasks of the advisor are as follows:

  • Ensure reliable communication and implementation of activities with selected partners in Moldova, Transnistria region and TAU Găgăuzia, including other GIZ projects.
  • Identify and define needs and mobilize demand-oriented support instruments
  • Support the development and maintenance of effective cooperation mechanisms among local authorities, governmental institutions, development partners, businesses, academia and civil society organizations;
  • Facilitate communication and coordination between stakeholders involved in project activities;
  • Promote collaborative approaches and partnership-building at local and regional levels;
  • Support networking and exchange between local authorities, governmental institutions, development partners, businesses and civil society organizations;
  • Support the project and beneficiaries on the activities related to local public administration reform.
  • Provide backstopping and quality assurance.

Dialogue Facilitation

  • Organize and facilitate dialogue sessions, consultations, workshops, roundtables, and coordination meetings;
  • Ensure inclusive and participatory engagement of stakeholders;
  • Support consensus-building and constructive communication among stakeholders with different interests and perspectives;
  • Contribute to conflict-sensitive communication and mediation where necessary.

Advisory & Analytical Support

  • Provide advisory support on stakeholder engagement and cooperation strategies;
  • Map relevant stakeholders and analyse cooperation dynamics;
  • Identify risks, challenges, and opportunities related to dialogue and cooperation processes;
  • Contribute to the development of recommendations, concept notes, reports, and briefing materials.

Required qualifications:

  • University degree in communication, public administration, political science, law, social sciences, international relations, or related fields.
  • Experience in international development cooperation, ideally with a focus on cooperation, communication, decentralization, administrative reform and/or territorial reform.
  • Proven experience collaborating with local and regional public authorities, civil society, intermediary organizations, and governmental institutions.
  • Experience in coordinating large and complex processes with multiple actors, including government, civil society, academia, the public and the private sector
  • Excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the organization.
  • Excellent written and spoken proficiency in English, Romanian, and Russian.
  • Strong digital literacy and confident use of standard office applications (MS Office, Outlook, internet-based tools, and related software).
  • Demonstrated ability to work under pressure, manage competing priorities, and meet tight deadlines with strong organizational and time management skills.
  • Previous professional engagement with GIZ Moldova will be considered an advantage.
  • Moldovan citizenship or holding permanent resident status in Moldova.
  • driving license, cat B is an advantage
