GIZ - Advisor on Public Investment & Procurement

The German Development Cooperation (GIZ) is recruiting a Public Financial Management (PFM) Advisor on Public Investment & Procurement to join the “Attractive and efficient public administration for Moldova” project team. This project is financed by the German Government and the European Union. 

This position is planned to start in mid August/beginning of September and last until 31 December 2027 with the possibility of extension. 

The Advisor will be responsible for providing technical advisory services under the Multi-Donor Action ‘Public Finance and Tax Administration Reform for EU Accession in Moldova’.  

The position is based in Chișinău.  

Key responsibilities include: 

  • Provide technical advisory services to Ministry of Finance (MoF) counterparts on public investment management and public procurement reforms 
  • Lead technical implementation under the output covering public investment appraisal, project prioritisation, monitoring and procurement reform measures 
  • Support the development and application of methodological guidance, analytical tools and monitoring frameworks for public investment projects 
  • Provide technical advice on sustainable procurement reforms, including alignment with EU directives and compatibility with existing IT systems and digital workflows 
  • Design and deliver capacity building and on-the-job support on public investment appraisal, project monitoring and procurement practices 
  • Conduct analytical support on procurement performance and implementation bottlenecks 
  • Contribute to monitoring of reform progress in related areas and policy dialogue with MoF counterparts 
  • Management of consulting and support contracts to project partners as well as steering of external short-term experts. 

Required qualifications and experience: 

  • Master’s degree in economics, public finance, public administration, procurement, project management, or a comparable qualification. 
  • At least 5 years of relevant professional experience in public financial management, with a focus on public procurement, public investment management, capital budgeting, or related reform areas. 
  • Demonstrated expertise in public investment management frameworks, including project appraisal, selection and prioritisation, implementation monitoring, and ex-post evaluation of public investment projects. 
  • Proven experience in the design, implementation, or advisory support of public procurement reforms, including knowledge of procurement procedures, performance monitoring, and institutional arrangements. 
  • Solid understanding of sustainable and strategic public procurement concepts, including familiarity with EU public procurement directives and their practical application. 
  • Practical experience in developing or advising on methodological guidance, analytical tools, and monitoring frameworks related to public investment and/or procurement processes, preferably within the Ministry of Finance or comparable public sector institutions. 
  • Proven experience in conducting analytical assessments, identifying implementation bottlenecks, and formulating evidence-based recommendations to improve procurement and public investment performance. 
  • Experience supporting the digitalisation of procurement or public investment processes, including ensuring compatibility with existing IT systems and electronic workflows, is a strong asset. 
  • Experience contributing to EU approximation processes, public administration reforms, or internationally recognised public investment and procurement standards is an advantage. 
  • Proven ability to design and deliver capacity development activities, including training, coaching, and on-the-job support for public sector counterparts. 
  • Experience working in EU-funded or other international development cooperation programmes is an asset. 
  • Strong analytical and problem-solving skills, including the ability to interpret complex technical information and translate it into practical, policy-relevant recommendations. 
  • Excellent command of Romanian and English (written and spoken); knowledge of Russian is an asset. 
  • Strong organisational and coordination skills, high level of integrity and results orientation; experience in managing consultancy contracts and steering external experts. 
  • Moldovan citizenship or holding permanent resident status in Moldova.
