
The German Development Cooperation (GIZ) is recruiting a Public Financial Management (PFM) Advisor on Budget Planning to join the “Attractive and efficient public administration for Moldova” project team. This project is financed by the German Government and the European Union.
This position is planned to start in mid August/beginning of September and last until 31 December 2027 with the possibility of extension.
The Advisor will be responsible for providing technical advisory services under the Multi-Donor Action ‘Public Finance and Tax Administration Reform for EU Accession in Moldova’.
The position is based in Chișinău.
Key responsibilities include:
- Provide technical advisory services to Ministry of Finance (MoF) counterparts on Medium-Term Budgetary Framework (MTBF), budget planning and programming reforms
- Lead technical implementation under the output on budget planning, including MTBF methodology revision, programme budgeting improvements and fiscal risk integration into budget processes
- Support the development of methodological guidance, budgeting tools and performance indicator frameworks
- Design and deliver capacity building and on-the-job support during MTBF and annual budget preparation cycles
- Provide technical advice on programme costing methodologies and fiscal risk integration in budget documentation
- Contribute to the monitoring of reform progress under the output on budget planning and policy dialogue with MoF counterparts
- Management of consulting and support contracts to project partners as well as steering of external short-term experts.
Required qualifications and experience:
- Master’s degree in economics, public finance, public policy, budgeting, public administration, macroeconomics or a comparable qualification.
- At least 5 years of relevant professional experience in public finance management, with a strong focus on budget planning, medium-term budgeting and/or programme budgeting reforms.
- Proven experience in developing, revising or applying budget preparation methodologies, budget instructions and related methodological guidance.
- Solid knowledge of public expenditure planning, budget classification systems and performance-oriented budgeting approaches.
- Practical experience in designing or advising on programme budgeting frameworks, including programme structures, objectives, indicators and performance measurement systems.
- Proven experience in programme costing methodologies and integrating costing considerations into budget planning and decision-making processes.
- Experience in designing and delivering capacity development activities, including trainings, workshops and on-the-job advisory support for public officials.
- Experience in EU-funded or other international development cooperation programmes is an asset.
- Strong analytical skills and the ability to translate technical budgeting concepts into practical and policy-oriented recommendations.
- Excellent command of Romanian and English (written and spoken); knowledge of Russian is an asset.
- Strong organisational, communication and coordination skills, high level of integrity and results orientation; experience in managing consultancy contracts and steering external experts.
- Moldovan citizenship or holding permanent resident status in Moldova.
