GIZ - Regional Advisor on Local Self-Government Reform (North)

GIZ is looking for a Regional Advisor on Local Self-Government Reform (North) for its project Strong Public Services for Local Communities in Moldova

The project supports local self-government reform and strengthens the capacities of local and regional partners to plan, coordinate and implement citizen- and business-oriented development processes. It combines advisory services on decentralization and local governance reform with practical support for activity planning, implementation and stakeholder cooperation in the Development Region North in cooperation with national authorities in the region and in Chisinau.

As a Regional Advisor on Local Self-Government Reform, you provide technical, strategic and methodological advisory services and operational coordination support to the project, service providers and local partners. You ensure effective communication and coordination of project activities, facilitate cooperation with local public authorities and regional stakeholders, and contribute to the planning, implementation, monitoring and documentation of project measures.

This full-time position is expected to start in the beginning of July. The permanent workplace for this position is yet to be decided between Edinet and Balti.

The main activities and responsibilities covered by this position are as follows:

  • Providing technical, strategic and methodological advisory services on local self-government reform, decentralization, local governance and administrative modernization to project partners and stakeholders in the Development Region North.
  • Keeping close contact to local public authorities in that are engaged in the territorial reform and amalgamation processes, with the State Chancellery representatives
  • Coordinating the deployment of the expert teams to support local public authorities in the amalgamation process, in vision building processes, in project pipeline design and other related tasks
  • Supporting local public authorities and prioritize support on demand and in close cooperation with the State Chancellery
  • Coordinating closely with implementing partners in the region and with other projects
  • Preparing and supporting visits in the field as requested
  • Supporting the planning and implementation of project activities, including preparation of analyses, concepts, implementation plans, workplans, timelines and activity budgets.
  • Coordinating project activities with local public authorities, regional development institutions, service providers, experts and local partners, ensuring clear roles, responsibilities and follow-up.
  • Ensuring effective communication and information flow between the project team, local partners, service providers and relevant national and regional institutions.
  • Contributing to the development and application of practical tools, methodologies, guidelines, templates and process designs for local self-government reform and institutional strengthening.
  • Organising and facilitating working groups, consultations, peer exchanges, workshops and other multi-stakeholder formats in support of reform processes and project implementation.
  • Monitoring progress, risks and local developments relevant to the project objectives and provide regular updates, recommendations and inputs for management decisions.
  • Contributing to results-based monitoring, reporting, knowledge management and donor-related documentation, including documentation of good practices and lessons learned.
  • Mainstreaming cross-cutting topics, including participation, gender equality, conflict sensitivity and do-no-harm, across advisory services and implementation support.

Required qualifications:

  • Master’s degree or equivalent qualification in Public Administration, Social Sciences, Law, Political Science, Urban or Regional Planning, Management, Organisational Development, Economics or a related discipline.
  • At least 5 years of relevant professional experience in local self-government reform, decentralization, local governance, municipal or regional development, administrative reform or related fields.
  • Proven experience collaborating with local and regional public authorities, regional development institutions, intermediary organisations, service providers and governmental stakeholders.
  • In-depth understanding of local public authorities, municipal administrations and their support structures in the Republic of Moldova, preferably with knowledge of the Development Region North.
  • Demonstrated experience in providing technical and methodological advice, coordinating implementation processes and facilitating cooperation among diverse stakeholders.
  • Excellent written and spoken proficiency in Romanian, Russian and English.
  • Strong drafting, presentation, facilitation, communication and reporting skills.
  • Strong digital literacy and confident use of standard office applications, including MS Office, Outlook, Microsoft 365 and internet-based tools.
  • Demonstrated ability to work under pressure, manage competing priorities and meet tight deadlines; previous professional engagement with GIZ Moldova will be considered an advantage.
