The National Democratic Institute for International Affairs (NDI) is seeking a dynamic and motivated professional to support the implementation of programs focused on democratic development, citizen engagement, and institutional strengthening in Moldova. The Program Officer will play a key role in coordinating activities with a range of national stakeholders, supporting capacity development efforts, and ensuring the effective delivery of program initiatives.

Work format: The work will be conducted remotely, but requires permanent presence in Chisinau, Moldova. Occasional field or international travel is possible, both as a job requirement and as a staff development activity. The work may include occasional evening and weekend assignments. An average of 8 hours per day, 5 days a week, is expected for a full time position.
Position Summary
The National Democratic Institute seeks to hire a Project Officer with strong organizational, coordination, interpersonal, and communication skills to join its programmatic team. The Project Officer will support the implementation of activities aimed at strengthening democratic engagement and institutional capacity, working closely with a range of national stakeholders. The role involves coordinating trainings, workshops, and consultations, maintaining relationships with partners, and ensuring the effective delivery of program activities. The position offers professional growth opportunities, depending on the experience and performance of the selected candidate. An interest in democratic development, governance processes, and stakeholder engagement is highly desirable.
Specific responsibilities
- Coordinate the planning and implementation of program activities, including trainings, workshops, consultations, and outreach events;
- Maintain regular communication and working relationships with a diverse range of national stakeholders;
- Support the preparation of agendas, training materials, briefing notes, and other program documentation;
- Ensure logistical and administrative organization of events (venue, participants, materials, coordination);
- Track activity implementation and maintain accurate records of outputs, participants, and outcomes;
- Complete, with limited guidance, basic research and analysis assignments and provide summarized findings in a clear, concise and understandable manner, with objectives, relevant facts, data, and conclusions presented as required;
- Draft materials for dissemination to internal and external audiences, including donors and other key program partners, ensuring proper and accurate formatting, spelling, and grammar usage as well as inclusion of required content;
- Contribute substantially and timely to all NDI internal reporting needs, by drafting summaries, monthly reports, answering clarifying questions, providing illustrative examples and visuals, and other reporting tasks as assigned by the Country Representative, Regional Director and Program Manager
General responsibilities
- Ensure operational and financial compliance of Program activities to NDI’s policies and procedures;
- Participate in cross-functional initiatives as needed, coordinate day-to-day implementation of NDI’s program activities;
- Demonstrate strong organizational and time-management skills, with the ability to manage multiple tasks and deadlines;
- Maintain professionalism, discretion, and sound judgment when working with sensitive stakeholders;
- Communicate clearly and effectively with internal teams and external partners;
- Contribute to learning and adaptation by providing feedback on program activities and stakeholder engagement;
- Ensure compliance with organizational procedures and donor requirements;
- Perform other related duties as assigned.
Required qualifications
Education
- University studies, preferably in political science, public administration, international relations, communication, or a related field.
Preferred Experience
- Relevant experience working in areas related to governance, democratic development, program coordination, stakeholder engagement, training delivery, or similar;
- Proven experience in organizing public events;
- Experience working with various stakeholders (public institutions, civil society, or other organized groups);
- Excellent interpersonal and communication skills, with the ability to build trust and maintain professional relationships;
- Ability to manage multiple tasks and work under deadlines in a dynamic environment;
- Experience of working in an international organization is highly desirable.
Languages
- Fluency in English, Romanian and Russian.
Knowledge and skills
- Familiarity with Moldova's political and institutional landscape;
- Experience organizing trainings or capacity development programs;
- Basic proficiency in Microsoft Office to include Word, Excel and PowerPoint; knowledge of Google Suite tools preferred;
- Strong interpersonal skills to effectively coordinate and tactfully liaise with a wide range of people at all levels;
- Strong oral and written communication skills;
- Self-motivated and able to work with a high degree of autonomy;
- Able to work effectively as part of a team.
