Project Hope Moldova

Project Overview: Project HOPE is a global non-profit health and humanitarian organization with over 65 years of experience in more than 100 countries. We are committed to addressing urgent health needs through innovative and sustainable programs. In Moldova, Project HOPE focuses on strengthening the primary health care system by developing the capacity of local health workers to provide quality services to the population.
As part of the LDS-supported initiative, Project HOPE is implementing a remote psychological support program for healthcare workers and patients in primary healthcare centers in 4 districts of the Republic of Moldova. The main objective is to reduce burnout among healthcare workers and expand access to psychosocial support services for patients in rural areas.
The object of the activity
The main objective of this contract is to provide remote psychological counseling and psychosocial support services, aimed at meeting critical mental health needs in rural areas of the Republic of Moldova (based on the Service Provider Contract).
Deliverable: Provision of at least 400 individual psychological counseling sessions through the secure Microsoft Teams platform, for identified beneficiaries (medical personnel and patients).
Area of intervention: The activity will focus on managing professional burnout, stress and psychosocial distress, ensuring high standards of confidentiality and clinical quality.
Security standards: Use of secure communication technologies in accordance with personal data protection rules.
1. Responsibilities and Practical Tasks
The expert psychologist will perform the following tasks:
A. Provision of clinical services:
- Conducting initial psychological assessments and counseling/intervention sessions for beneficiaries in the 4 target districts.
- Specific approach to the issue of burnout and occupational stress for medical workers. Application of specific protocols for the identification and treatment of burnout syndrome among front-line medical personnel.
- Use of validated intervention methods, in accordance with IASC and WHO standards for mental health and psychosocial support (MHPSS) in resource-limited settings.
- Risk assessment and immediate intervention in cases of psychological emergency, according to established referral protocols.

B. Coordination and Logistics:

  • Programmatic flexibility: Adapting availability according to the schedules established by medical or social workers in each district, who manage the private consultation spaces in the health centers.
  • Interdisciplinary collaboration: Maintaining constant communication with medical or social workers in the field to confirm the presence of beneficiaries and with specialists from the CCSM for referred cases.
  • Use of technology: Operating the Microsoft Teams platform and ensuring a stable connection from your own location to interact with beneficiaries via tablets provided by the project in the districts.

C. Reporting and Monitoring:

  • Keeping strict records of the number of sessions performed (target of 400 sessions).
  • Completing the beneficiary progress monitoring sheets, respecting anonymity and the protection of personal data.
  • Submitting monthly activity reports to Project HOPE, including statistics on the typology of cases (burnout, anxiety, stress).

2. Experience and Qualifications

  • Bachelor's degree in psychology and/or Master's degree in psychology (Clinical Psychology, Psychotherapy or related mental health fields).
  • Documented postgraduate training in relevant fields (e.g. Cognitive-Behavioral Psychotherapy, Psychological Counseling, Trauma Management or specific interventions for Burnout).
  • Minimum 5-7 years of clinical experience in providing psychological counseling.
  • Demonstrated experience in working with medical personnel and implementing specific interventions to prevent and treat burnout syndrome will be considered an advantage
  • Previous experience in providing remote psychological services (tele-counseling) will be considered an advantage.

Technical and ethical skills:

  • Ability to use digital platforms (especially Microsoft Teams) and manage clinical documentation in electronic format.
  • Full commitment to professional ethics, patient confidentiality and data protection standards.

3. Technical requirements for the specialist

To ensure a professional and secure provision of psychological counseling services, the specialist is obliged to provide the following resources:

  • Equipment and Software:
  • Laptop equipped with high-resolution video camera and microphone, to allow for clear and optimal non-verbal communication during sessions.
  • Exclusive use of the Microsoft Teams platform as a secure communication tool, configured in accordance with strict personal data protection rules.
  • Working Environment:
  • Access to a confidential and soundproof workspace, which guarantees total privacy of sessions and excludes any risk of interception of discussions by third parties.
  • Connectivity:
  • Access to a stable internet connection (high-speed Wi-Fi or 4G/LTE as a backup solution),
    to prevent any technical interruption during the working hours, 08:00 – 17:00.
  • Ability to ensure continuity of sessions according to the established schedule (morning for patients, afternoon for medical staff).
  • Data security:
  • Adhering to digital security protocols for storing session notes and protecting access to your Microsoft Teams account through secure authentication.

4. Duration and Schedule

To ensure a structured and efficient approach to counseling services, the intervention will follow the following schedule:

  • Duration of sessions: Each psychological consultation will last 50–60 minutes, respecting international standards in the field of mental health and providing the necessary time for deep therapeutic interaction.
  • Working hours: Services will be provided according to the pre-established schedule, between 08:00 and 17:00.
  • Beneficiary segmentation:
  • The first part of the day (morning): Will be dedicated exclusively to the institution's patients, ensuring their access to support during the hours they typically visit the clinic for consultations or treatments.
  • The second part of the day (afternoon): Will be reserved for sessions for healthcare professionals. This strategic planning allows professionals in the institution to access counseling services towards the end of shifts or during periods of clinical workload relief, facilitating stress management and preventing burnout.

5. Performance Indicators

  • Quantitative: minimum 400 documented sessions.
  • Qualitative: level of satisfaction of beneficiaries (measured through simplified feedback forms) and compliance with response intervals for referred cases.

6. Contractual Period

  • Contract duration: May 15–December 31, 2026.
  • Service provision period: May 15 – December 20, 2026.
