Job Description

Background

One UN Joint Action “Cross-river support for Human Rights” (2022-2026)

The project aims to reduce the existing divisions between the communities on the left and right bank, as well as between certain groups in Moldovan society, which are being aggravated by starkly opposing views on the war in Ukraine, hate speech and misinformation and which are also impacted by pressures of the large influx of refugees from Ukraine.

The project also aims to consolidate the results obtained since 2019 in terms of strengthening the capacities of vulnerable groups to achieve their rights (people with disabilities, Roma community, people living with HIV/AIDS, survivors of domestic violence, prisoners after release, youth, children in conflict with the law), through the Sustainable (Community) Development Platform, but also through financing various civil society initiatives in the field of human rights. In the previous stages of the project, with the support of the UN and Sweden, new services and social initiatives for vulnerable groups were launched on the left bank of Nistru. 

It will contribute to increase the capacities of vulnerable groups to exercise their rights, to improve the systems and protection mechanisms, as well as to promote the culture of human rights on the left bank of the Nistru River.

Duties and Responsibilities

The Project Analyst under the overall supervision of the Programme Manager and in close cooperation with project analysts for the other agencies, will ensure the provision of high-quality development of services and products, as outlined in the Project Document. All work will be based on an appreciation of human rights and gender equality. 

The Project Analyst will:

I. Coordinate effective project planning and implementation: 

  • Contribute to the project planning process, ensuring the work plan and a fully costed budget are prepared based on sound capacity assessments and in line with UNDP POPP/PPM Guidelines. 
  • Coordinate and manage the day-to-day activities of the project and the overall implementation process, including planning and monitoring, as assigned by the Programme Manager, in order to optimize the use of resources and to ensure the successful achievement of project objectives and results specified in the Project Document. 
  • Support subject matter experts in providing technical advice and support, and ensure outputs are delivered on time, within the set budget and specified constraints, and to high-quality standards.
  • Ensure implementation activities are in alignment with UNDP policy and programme management procedures, and all project interventions integrate a gender equality perspective/gender equality mainstreaming to the extent local context allows.
  • Support the operational coordination of assigned project components, including the timely procurement of goods, services and/or infrastructure (as relevant), 
  • Provide regular updates to the Programme Manager and flag any deviations from the work plans immediately.
  • Facilitate the establishment of interactive and inclusive platforms for project implementation and collaborate with other programme units and project teams to ensure integration of critical development issues in the project activities and expected project outputs. 
  • Perform all other project management-related duties, upon request.

II. Establish partnerships and open channels of communication:

  • Support in maintaining strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned project components.
  • Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement. 
  • Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives. 
  • Make recommendations to the Project management team on activities with potential for scale-up, replicability and synergies.
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners. 
  • Support resource mobilization efforts and project development.

III. Monitor and report on progress in implementing project activities and achieving the targets set:

  • Review the results framework and update the indicators, baselines, and targets of the project, as assigned by the Programme Manager. Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting. 
  • Provide support to the Programme Manager to monitor the implementation and progress in achieving goals and targets of the project in accordance with the established quality criteria and UNDP rules, regulations, and standards. 
  • Identify, analyze, and report emerging issues, problems, and risks to the Programme Manager, and support in implementing mitigation measures.
  • Liaise with the Finance team to ensure administrative requirements, budgets and use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations.
  • Provide support in preparing corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements.
  • Provide support for the proper operational and financial closure of the project.

IV. Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic areas:

  • Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
  • Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
  • Participate in and ensure sound contributions to knowledge networks and communities of practice on project-related issues. 
  • Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for the dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area. 
  • Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The position has a direct impact on the overall effectiveness and success of UNDP interventions and activities in the assigned sectorial/thematic area of promoting democratic governance.

The support and information provided facilitates decision-making of the Project’s Sterring Committee and UNDP Management. 

Institutional Arrangements:

Under the supervision of the Programme Manager in collaboration with Project Associate, the incumbent provides effective and efficient contribution to the implementation of the Project’s grant calls and capacity building activities. The Project Analyst applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations. He/she supports the Programme Manager in delivering results to the Project’s Sterring Committee for results. 

The Project Analyst works in close collaboration with the project, operations, communications and other project teams in the Country Office (CO) for effective achievement of results, anticipating and contributing to the resolution of complex project -related issues and information delivery. The Project Analyst also collaborates with other UN projects and other development partners. 

The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of effective internal control systems. The Project Analyst will engage in continuous collaboration with other Project colleagues on the delivery of joint initiatives and activities.

Required Skills and Experience

Minimum Education requirements:   

  • Advanced university degree (Master's degree or equivalent) in public administration, international relations, political science, economics, law or other related areas.
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Minimum years of relevant work experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • At least two years (with Bachelor’s degree) of progressive working experience in the design, management and implementation of project-based activities, preferably related to civil society capacity building and coordination and management of grants.

Desired experience: 

  • Previous experience in development projects or related work for a donor organization, governmental institutions, NGO or private sector/consulting firm or previous experience with UN agencies.
  • Proven experience in monitoring project activities, including tracking results, conducting field visits, and reporting on project progress.
  • Proven experience in writing reports and delivering presentations to diverse audiences.
  • Experience in organizing or facilitating public events, workshops, or consultations.
  • Previous demonstrated professional experience in working in the Transnistrian region context will be an advantage.
  • Proven experience in similar positions in development programmes will be considered an advantage.
  • Experience in mainstreaming gender and human rights aspects will be an advantage.
  • Valuable exposure and experience in the organization of workgroups, consultation meetings, conferences, and training sessions with multiple participants. 
  • Experience working with a diverse background team is a very strong advantage.

Required Language(s): 

  • Fluency in English, Romanian and Russian is required.
  • Working knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, would be an asset.

Professional Certificates:    

  • Additional training and/or certification in project or financial management would be an advantage.

The daily rate for this position is 2,270 MDL net.
