In Moldova, Project HOPE prioritizes locally led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population. Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises. Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighbouring countries fleeing the ongoing conflict.
Position Purpose:
The primary responsibility of the Program Officer is to support the implementation of services in an emergency setting and to support the implementation of Health, Mental Health and Psychosocial Support (MHPSS), and Humanitarian response in Moldova. The Program Officer conducts and support assessments is responsible for the program development process with technical and support departments. S/he will play an essential role in Home-based care support teams’ activities. The Officer will ensure that services are targeted, well-documented and meet the needs of beneficiaries. S/he raises issues to take timely decisions as necessary. The Program Officer supports and manages, depending on the staffing plan, technical and core department inputs including Finance, Supply Chain and HR, towards the improvement of program decisions and actions. They support start up activities; support the development of proposals including budgets, logical frameworks, and detailed work plans.
Furthermore, the Program Officer will contribute to detailed reporting on project outcomes, including tracking beneficiary numbers and documenting challenges encountered. S/he will also assist the Team Lead in drafting concept notes for new project proposals, ensuring these documents reflect on-the-ground insights and align with Project HOPE’s objectives.

- Bachelor’s degree in Health, Social Science, Human Rights or other related fields. |

Experience |
· At least 3-years of experience working within a humanitarian and/or development organization. · Previous experience in the health sector is considered an advantage |

Type of contract: - Employment contract; Full-time job
Salary range: $1,590 Gross/monthly.
Initial duration of the fixed-term contract: 3 months, with potential extension for 1 year.
