Project HOPE, the People-to-People Health Foundation, Inc., is a global health and humanitarian non-profit organization with 65 years of experience in 100+ countries, empowering local health workers and addressing urgent health needs through 500+ programs, is a global health and humanitarian non-profit organization dedicated to providing long- lasting solutions to global health problems, placing power in the hands of local health workers, and improving the quality of life for the world’s most vulnerable people.
In Moldova, Project HOPE prioritizes locally led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population. Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises. Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighbouring countries fleeing the ongoing conflict.

Position Purpose:
The primary responsibility of the Program Officer is to support the implementation of services in an emergency setting and to support the implementation of Health, Mental Health and Psychosocial Support (MHPSS), and Humanitarian response in Moldova. The Program Officer conducts and support assessments is responsible for the program development process with technical and support departments. S/he will play an essential role in Home-based care support teams’ activities. The Officer will ensure that services are targeted, well-documented and meet the needs of beneficiaries. S/he raises issues to take timely decisions as necessary. The Program Officer supports and manages, depending on the staffing plan, technical and core department inputs including Finance, Supply Chain and HR, towards the improvement of program decisions and actions. They support start up activities; support the development of proposals including budgets, logical frameworks, and detailed work plans.

Furthermore, the Program Officer will contribute to detailed reporting on project outcomes, including tracking beneficiary numbers and documenting challenges encountered. S/he will also assist the Team Lead in drafting concept notes for new project proposals, ensuring these documents reflect on-the-ground insights and align with Project HOPE’s objectives.

Main Responsibilities:

Program implementation:

  • Oversee the day-to-day implementation of assigned programs, ensuring activities are carried out according to plan and within budget.
  • Support the preparation and execution of contracts as per set internal procedures. Engage with appropriate teams, including legal, Finance, and other appropriate staff members as needed.
  • Monitor project progress, identify challenges, and recommend corrective actions as necessary to achieve program goals.
  • Conduct regular field visits to observe implementation, document findings, and propose improvements.
  • Participate in program budgeting, ensuring appropriate burn rates and proposing adjustments when necessary.
  • Support the planning and oversight of procurement processes related to program activities, ensuring timely acquisition of necessary resources in compliance with donor and organizational regulations.
  • Participate in preparation of internal and external reports, including submission of donor reports. Ensure compliance with donor regulations and reporting requirements.
  • Assist in the design and development of project proposals, including needs assessments, objectives, timelines, and budgets.
  • Research best practices and innovative approaches to inform program development and implementation.
  • As requested, represent Project HOPE at external meetings, liaise with local authorities, and members of affected communities, and collaborate with humanitarian actors. 
  • Ensuring effective communication with project partners.  
  • Work closely with communication officer to report on project success. 
  • Facilitate training workshops and knowledge-sharing sessions to enhance skills and knowledge in relevant areas. 
  • Assist in any other activity related to the administrative, procurement, and logistics areas and other duties as assigned. 

Position Profile:

Educational Background

 - Bachelor’s degree in Health, Social Science, Human Rights or other related fields.

Experience

·       At least 3-years of experience working within a humanitarian and/or development organization.

·       Previous experience in the health sector is considered an advantage

Technical Skills

·       Demonstrated ability to work in development cooperation or humanitarian aid projects.

·       Very good understanding of protection, human rights law, and international humanitarian rights and principles

·       Working knowledge of Logical Framework and Project planning and design or willing to learn.

·       Proficiency with MS Office

Soft Skills

·        Strong interpersonal skills and commitment to humanitarian principles

·        Strong coordination and facilitation skills and capacity to work with multi-profile, multi-skilled, and multi-tasked teams.

·        Organized, diplomatic and pro-active approach

·        Adaptability, autonomy, resilience to stress


Language Skills: 
Romanian language and English fluent in all aspects.
Type of contract: - Employment contract; Full-time job
Salary range: $1,590 Gross/monthly.
Initial duration of the fixed-term contract: 3 months, with potential extension for 1 year.
