GIZ is looking for an Adviser on Capacity Development and Local Implementation for its project “Facilitating EU Accession Through Coordination and Engagement (FACE). The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ).

This position is planned to start on 15 March 2026 and last until 31 January 2029. The permanent workplace for this position is in Chisinau.

The overall responsibilities covered by the position are as follows:

• Plan and implement capacity development activities for national administration at central and local level on topics relevant to the EU accession process, local development, participatory democracy and provide sustained technical support to selected LPAs.
• Ensure that knowledge and skills acquired through capacity development measures under Output Indicator 1.2 and Output 2 are effectively applied and documented.
• Ensure effective operational coordination with implementing partners and contribute to systematic monitoring and reporting of results.
• Perform any other work-related tasks contributing to the project success.
• Ensure administrative activities related to procurements of services and products in line with GIZ procedures.
• Ensure reliable communication and implementation of activities with selected partners in Moldova and with other GIZ projects
• Perform any other work-related tasks contributing to the project success.

Required qualifications:

• Master´s Degree in Public Administration, Political Science, International Relations, Development Studies, or related field.

Professional experience

• At least 5 years of professional working experience in public administration reform, EU integration processes, capacity development of stakeholders, preferably in a cross-sectoral integrated manner
• Previous solid experience working in/with government institutions at national level and local level
• Understanding of the EU institutional set-up, the EU accession process in the national context
• Experience in coordinating large and complex processes with multiple different actors; including government, civil society, academia, the public and the private sector
• Communicate effectively with and support team members to deliver quality and build strong relationships.
• Proven very good written and verbal skills in Romanian, Russian and English.
• Strong drafting, presentation and reporting skills
• Fluency in the use of software applications, such as Excel, Word and PowerPoint, Microsoft 365.
• Ability to work under pressure to tight deadlines with excellent time management skills.
• Excellent interpersonal, organizational and time management skills. Mature initiative, tact and high sense of responsibility; ability to work independently and under pressure to tight deadlines.
• Moldovan citizenship or holding permanent resident status in Moldova.
