The German Development Cooperation (GIZ) is looking for an Advisor on Decentralization, Local Governance Reform and Amalgamation for its new project “Strong Public Services for Local Communities in Moldova”. The project aims to improve citizens’ living conditions by strengthening citizen-centred public service delivery. It combines decentralization approaches with municipal and regional development and supports key transformation processes, including EU accession, the regionalization of services, and territorial administrative reform—while contributing to social cohesion. Commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ).

This position is planned to start in April 2026 and last until 31 March 2029. The permanent workplace for this position is in Chisinau.

The overall responsibilities covered by this position are as follows:

  • Provide direct technical advice on decentralization, local governance/administrative modernization, territorial reform and amalgamation processes (policy design, implementation pathways, governance arrangements).to the project partners (e.g. State Chancellery).
  • Support the planning and implementation of project measures in selected partner districts and cities, including preparation of analyses, concepts, and implementation plans.
  • Contribute to the development and application of practical tools and methodologies (e.g., guidelines, process designs, templates) supporting amalgamation of tier 1 and 2 LPAs
  • Provide hands-on technical support to partner institutions (e.g., local/regional administrations) on roles and mandates, administrative processes, service standards, change management and institutional strengthening.
  • Support partnership management and stakeholder coordination: contribute to preparation and facilitation of working groups, consultations, peer exchanges and multi-stakeholder formats.
  • Contribute to results-based monitoring, evaluation, knowledge management and reporting, including inputs to donor requirements and project steering.
  • Support citizen-oriented communication and trust-based cooperation with Moldovan partners, ensuring a sensitive approach in politically complex contexts.
  • Mainstream cross-cutting topics (gender, participation, conflict sensitivity/do-no-harm) across advisory work and implementation supportCarry out any other work-related tasks contributing to the overall success of the project.

Required qualifications:

  • Master’s degree or equivalent qualification in Social Sciences, Public Administration, Urban or Regional Planning, Management, Organisational Development, or a related discipline.
  • Experience in international development cooperation, ideally with a focus on decentralization, municipal development, administrative reform and/or territorial reform.
  • Proven experience collaborating with local and regional public authorities, intermediary organisations, and governmental stakeholders.
  • In depth understanding of municipal administrations / local public authorities in the Republic of Moldova and their support structures.
  • Excellent written and spoken proficiency in English, Romanian, and Russian.
  • Strong digital literacy and confident use of standard office applications (MS Office, Outlook, internet-based tools, and related software).
  • Demonstrated ability to work under pressure, manage competing priorities, and meet tight deadlines with strong organisational and time management skills.
  • Previous professional engagement with GIZ Moldova will be considered an advantage.
  • Moldovan citizenship or permanent residence status in the Republic of Moldova.
