The International Committee of the Red Cross (ICRC) is looking for an experienced Finance & Administration Manager in Chișinău. This role combines overseeing all financial resources and administrative activities, including managing premises and staff travel, to effectively support the ICRC's mission in Moldova.

Key Responsibilities:

• Monitor and ensure strict compliance with internal financial rules and procedures.
• Prepare and oversee budgets, forecasts, and financial reports.
• Manage cash flow and treasury operations, including safe and bank accounts.
• Lead monthly and annual financial accounting closing processes and ensure compliance with statutory reporting requirements.
• Ensure proper property management of ICRC premises, including lease negotiations, maintenance, and passive security measures.
• Oversee welcome services for new staff and visitors, travel desk activities, ensuring an organized and professional experience.

Qualifications:

Certification / Education

• University degree in Business Administration, Finance and/or Accounting.
• Diploma/certification in Accounting (CPA/CMA) would be a strong asset.

Experience:

• 3 years’ confirmed practical experience in finance and administration management with at least one year in financial accounting/controlling.
• Experience in an international/humanitarian organization.

Skills:

• Strong leadership and people management skills
• Proficiency in financial software, and the ability to analyze financial data and prepare accurate reports.
• Excellent negotiation, and interpersonal skills.

Languages:

• Proficient working level of English (C1)
• Fluent command of Romanian 
• French would be an asset
