The Swiss Representation in Moldova (SR-M) is looking for two experienced consultants (one international and one national) to assess the civil society and mass-media sectors in Moldova. This assessment will help shape Swiss support in these areas for the 2025-2028 Swiss Cooperation Program for Moldova. 

Below are the details for the consultancy:

Objectives

Understand the dynamics, gaps, needs, and opportunities in Moldova’s civil society and media sectors where Swiss support can make a difference.

Define a long-term vision and scenarios for Swiss support, outlining expected impacts and identifying priority areas and entry points.

Provide an overview of sector stakeholders and a basic risk assessment.

Application Requirements

• A brief technical proposal (max. 5 pages) detailing:
• Proposed approaches and methodology
• Work plan and timeline
• Activities and deliverables
• Roles and responsibilities of the consultants
• Budget (template for the financial offer will be provided)
• A work sample from a similar project completed in the last five years
• Detailed CVs in English for both consultants.

Timeline

The assessment will take place between August and October 2024.
