About ERIM
ERIM (formerly known as IREX Europe) is a not-for-profit organisation based in Lyon, France. We provide innovative projects to promote human rights and strengthen independent media and civil society. The ERIM approach emphasises partnerships with local development organisations to bring about change through training, partnerships, education, research and sub-granting schemes.
We are looking for an experienced consultant based in Moldova for a 12-month contract aiming to enhance skills and knowledge of local Civil Society Organisations (CSOs) and Independent Media Actors (IMAs) to improve their organizational capacities, resilience and sustainability.
The Role
The consultant is expected to start on July 1, 2024 and support ERIM over a 12-month period with an estimated 60 days per year, work with potential adjustments according to the workload. The consultancy contract will be based on deliverables and we require a strong, mixed expertise in organizational capacity building, management, strategic planning, and if possible, a network of experts that can provide complementary support in specific areas.
The estimated daily rate of the consultant is up to 250 EUR, with an estimated budget of €15,000.
The Mission
We plan to select around twelve organisations (including CSOs and independent media organisations) to receive grants for organizational capacity development. Two types of funds will be available:
- one for 4 organisations to receive “long-term” capacity development, with an estimated duration of 9-12 months;
- another for 8 organisations to receive “medium-term” capacity development, with an estimated duration of 6-9 months.
Based on our organizational capacity assessment (OCA) methodology, we plan to select the organisations based on the assessment and direct them to the long or medium-term fund.
The work of the consultant will be to assist ERIM in the selection, assessment, monitoring and evaluation of the capacity development projects as well as the coordination between the beneficiaries and the organization of networking events.
Main responsibilities and tasks
The consultant will be tasked to:
- Develop 4 organizational capacity assessments and review 8 simplified organizational capacity assessments together with ERIM staff and the selected beneficiaries;
- Support beneficiaries in developing capacity development proposals and offer counselling and mentorship
- Monitor and report the implementation of capacity development plans
- Support ERIM in the evaluation of proposals
- Support ERIM in the organization of 2-4 webinars to inform potential applicants about the funding availability as well as on-site networking meetings and monitoring visits
Person specification
- Formal education – degree/masters in a relevant field of study (law, human rights, development, project management, social studies, international relations, etc.) and/or the equivalent combination of education and work experience
- At least five years’ experience in organizational capacity building, project management and support to CSOs and media actors
- Excellent computer skills (Word, Powerpoint, Excel)
- A strong network of contacts in the fields of civil society development, human rights promotion and/or media development
- Fluency in written and spoken English and Romanian is mandatory, Russian language skills are a strong plus
- Pro-active, solutions focused, and able to work independently
- Organised and able to meet deadlines
