MA IMPLIC Project is currently seeking a dedicated individual to fill the role of Policy Reform Component Manager. In this position, the selected candidate will design and implement project activities aimed to support the Government in the reform of the local government system. Working closely with national stakeholders, this position drives policy dialogue and ensures the efficient delivery of project objectives.

Type of contract: Employment contract  (70-100%) 

BACKGROUND  INFORMATION

Ma Implic project (Phase 2) aims to contribute to improved local governance and better access and quality of public services for the population of Moldova. To this end, Ma Implic project supports different stakeholders to improve three fundamental dimensions of a well-functioning local government unit:   

Partner LPA clusters to manage resources and local development in a more sustainable, inclusive and accountable way (Outcome 1);  
The Government to promote and coordinate the local government reform in an efficient, effective and transparent manner (Outcome 2);  
People in partner communities to meaningfully engage in local governance processes and to influence the provision of local public services (Outcome 3).

Ma Implic Phase II commenced in November 2023 and will run until 31 October 2027.

In phase I and related to Outcome 2, the Ma Implic project has supported the State Chancellery in the development of the Law on voluntary amalgamation of LPAs (no 225 as of 31.07.2023) and of the methodology for the implementation of this law (GD no 952 as of 29.10.23).  In phase II the “Ma Implic” project will continue to support the State Chancellery of Moldova in the implementation of the local government reform, with the focus being on the preparation, planning, and implementation of the voluntary amalgamation reform. With these two key documents approved, the process of voluntary amalgamation as part of the LG reform has, de-jure, started.  

SCOPE OF WORK 

The Policy Component Manager will manage the implementation of activities under Outcome 2 of the Ma Implic Phase II. He/she will facilitate the coordination of the Ma Implic Phase II interventions related to the local public administration reform and suggest ways of adapting the work to the current needs of the national stakeholders (State Chancellery, Ministry of Finance, Ministry for Infrastructure and Regional Development) involved in it. More specifically, the Policy Component Manager is expected to: 

Design and lead activities related to Outcome 2 within the project framework; 
Ensure timely and efficient implementation of activities and delivery of outputs, including managing experts and subcontractors, related to Outcome 2; 
Directly contribute to policy dialogue and advisory activities to national stakeholders (relevant experience and skills provided);  
Proactively explore and utilise synergies between the activities related to Outcome 2 with those of the other Project Outcomes 1 & 3, as well as with other relevant donor projects;  
Within the agreed project framework contribute to the preparation and implementation of joint work plans that reflect the scope of activities, timing, sequencing, cost and other inputs for the implementation of activities; 
Contribute to Monitoring and Results Measurement (MRM) by assessing the progress related to Outcome 2.

 QUALIFICATIONS AND SKILLS REQUIRED  

Education	Master’s Degree (or equivalent) in Public Administration, Law, Finances, Economics, Public Policy, or other relevant fields
Experience	Minimum seven years of progressive working experience in the design, management and implementation of project-based activities;  Demonstrated solid knowledge of public administration and local public administration   Previous experience in development assistance or related work for a donor or development organization;   Proven experience in working with governmental institutions, NGOs and international organizations,  Previous experience of work in the central or local public administration reform, territorial administrative reform, in Moldova and other countries of the region, or in the local public administration overall is a very strong advantage.
Language Requirements	Fluency in Romanian and English  Good command of Russian
Competencies	Proven analytical capacity and strategic thinking;    Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly;    High level of responsibility and organizational capacities;   Strong results orientation;   Flexible and responsive with a client-oriented approach.   Good command of digital skills and ICT literacy;

INSTITUTIONAL ARRANGEMENTS  

The Policy Component manager reports to the Team Leader of the Ma Implic project (resident in the country).  

The position aligns its activities very closely with those of the Communication Manager who is in charge of Project Output 4, Supporting the government in communication activities for LG reform. The position also aligns its activities with those of the Project’s activities at local level in 10 LPA groups.
