USAID MISRA is looking for an HR Manager

SCOPE OF WORK

                        

Position:                                 Human Resources (HR) Manager

Location:                                Chisinau, Moldova

Period of Performance:          March 2024 – April 2027

Project Background: 

The USAID Moldova Institutional and Structural Reforms Activity (MISRA) seeks to support Moldova’s economic recovery, advance the Government of Moldova’s economic action plan, strengthen public economic governance institutions, improve the trade and investment enabling environment, and accelerate financial sector reforms and inclusiveness. These activities include active engagement with government counterparts, local business and organizations, and the financial sector to facilitate public-private dialogue and strategic communications. 

Responsibilities and Tasks

The HR Manager will be responsible for the following, but not limited to:

(i) Management of HR duties related to employees:

  • Manage the recruitment and selection process of employees;
  • Perform the due diligent Biodata verifications;
  • Oversee and manage the staff performance appraisal system;
  • Ensure legal compliance throughout human resource management, including labour laws and regulations, company policies, and USAID regulations;
  • In cooperation with Director of Grants, Contracts and Program Operations, update the HR Manual when needed;
  • Ensure HR procedures are followed across the organization

(ii) Management of HR duties related to consultants:

  • Manage the recruitment and selection process of local consultants;
  • Perform the due diligent Biodata verifications;
  • Keep track and monitor the completion of consultants’ assignments and contractual deliverables;
  • Manage the monthly consultants’ reporting by issuing all due contract related documents;
  • Draft approval request related documentation to hire consultants;

Other tasks as assigned by the Director of Grants, Contracts and Program Operations consistent with this scope of work.

Reporting:

The HR Manager will report to the Director of Grants, Contracts and Program Operations.

 Required Skills and Qualifications

  • Human resources management experience preferred;
  • University degree required;
  • Knowledge of local labor laws preferred;
  • Experience within USAID funded projects would be an advantage;
  • Inter-personal skills and capacity to work collaboratively in a multi-cultural business environment required
  • Written and verbal skills in English and Romanian preferred
