The Financial Specialist is a senior Locally Employed Staff in the Financial Management Office and is the principal advisor to the Regional Financial Management Officer (RFMO) and Management Officer (MO) on all financial management operations at post. The incumbent is responsible for certification of vouchers for payment, oversight of budget planning, financial reporting, accounting, and disbursing operations. Works with various agency representatives relating to all matters on their budgets and accounting, designing, managing, and providing advice on various financial processes. Reports to the RFMO for operational tasks and to the MO for administrative processes.
EXPERIENCE: At least five years of progressively responsible experience in budgeting, accounting, or financial management with emphasis on strategic planning and analytical reporting are required.
JOB KNOWLEDGE: Must have expert knowledge of finance, accounting, and budgets. Good understanding of host country financial operations, laws on taxes, and treatment of diplomatic missions.
EDUCATION REQUIREMENTS: University Degree in finance, accounting, business administration, economics or mathematics is required.
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing English is required. Level IV (Fluent) Speaking/Reading/Writing Romanian is required. Level III (Good working knowledge) Speaking/Reading/Writing Russian is required. (This may be tested.)
SKILLS AND ABILITIES:
Good working knowledge of Microsoft Word, Outlook, Excel and Power Point. Strong leadership, management, analytical, customer service and organizational skills. Must possess a high level of interpersonal skills to be able to gain acceptance of recommendations relative to budget management issues. Must be able to analyze large amounts of financial data and translate into information that can be used for decision making. (This may be tested.)
