The IOM mission in the Republic of Moldova is in the process of identifying experts from the diaspora of the Republic of Moldova with the aim of supporting the Ministry of Labor and Social Protection of the Republic of Moldova (MLSP) in the process of institutional reform and European integration.
Nature of the consultancy: Consultant on project management
The overall task of the incumbent will be supporting the State Labour Inspectorate (ISM) of the MLSP of the Republic of Moldova reform by providing projects’ management, stakeholders engagement, strategic and operational planning expertise support in the field of economy formalisation with the view to promote formal employment and decent work conditions for all, including for Moldovan labour migrants.
Project Context and Scope:
In the Republic of Moldova, a significant portion of the occupied population engages in informal employment, which poses numerous challenges to the economy and society. It is estimated that approximately 20.4% of the working population in Moldova is engaged in informal work, as reported by the National Bureau of Statistics (NBS) in 2021. This translates to around 192,000 individuals, accounting for approximately 22.8% of the total employed population. Furthermore, the phenomenon of undeclared work in Moldova results in an annual loss of over 15 billion lei, according to findings by the Expert Group.
Recognizing the need for comprehensive measures to address these challenges, the Ministry of Labor and Social Protection (MLSP) has initiated a structural reform of the State Labor Inspectorate (ISM) to tackle informal employment and foster a fair and functional labor market in Moldova, which focuse on 3 basic directions :
In June 2023, the Republic of Moldova demonstrated its commitment to fostering fair and functional labor markets by aligning itself with the European Pillar of Social Rights. This crucial step signifies Moldova's dedication to adopting 20 essential principles and rights that contribute to the well-being of workers and the overall stability of the labor market. Operationalizing this commitment requires the development of an action plan and the implementation of concrete activities. The proposed structural reform of the State Labor Inspectorate (ISM) directly aligns with the objectives of the European Pillar of Social Rights, and it will serve as a catalyst to achieve its principles in Moldova.

Against this background withing the PRM financed project titled “Contribution to the IOM regional appeal for Ukraine and neighbouring countries – 2023”, IOM Moldova is looking for a qualified Moldovan diaspora expert, aiming at supporting the State Labour Inspectorate of the Republic of Moldova reform by providing projects’ management, stakeholders engagement, strategic and operational planning expertise support in the field of economy formalisation with the view to promote formal employment and decent work conditions for all, including for Moldovan labour migrants.
Organizational Department / Unit to which the Consultant is contributing:
Under the overall supervision of the Chief of Mission, and the direct supervision of the Migration and Development Programme Coordinator, the consultant will be responsible for providing effective and efficient support to the ISM of MLSP, within the framework of the PRM financed project “Contribution to the IOM regional appeal for Ukraine and neighbouring countries – 2023”.
