Background:
The Human Rights (HuR) Programme requires the services of a second local expert to co-facilitate the establishment, training and co-ordination of the Advisory Board together with the already recruited local expert (lead).
In 2023, the Mission is implementing a project aimed at promoting human and minority rights as a means for increased participation and social inclusion. Within this project, the Mission plans to focus on supporting establishment of an “Advisory Board On The Rights of National Minorities” at the central level. The Advisory Board will comprise civil society organizations and experts. It will provide advice to the Agency of Inter-Ethnic Relations, Ombudsperson’s office and Equality Council of Moldova. The co-operation of the three institutions was established on the basis of a Memorandum of Understanding (MoU).
The establishment of the Advisory Board should be preceded by conducting the necessary preparatory activities, such as conceptualizing the idea, lobbying it with the relevant authorities and CSOs, conducting proper consultation process and preparing the statutory documents of the Advisory Board. Following this process, the Advisory Board will be established through an open competition process. During the second stage of the process, a series of workshops should follow for the Advisory Board. The main mandate of the Advisory Board, which would be a representative body of CSOs working on national minority issues, would be to promote the rights of national minorities at the central level. In addition, the Advisory Board will also support the work of the three institutions on national minorities, including in analyzing reforms/policies undertaken in Moldova from the perspective of the rights of national minorities.

Tasks and Responsibilities:
The second local expert will be engaged for a total of 25 days in the period from 10 May – 30 November 2023.
Activity 2.1. Establishing the Advisory Board on the rights of national minorities
Activity 2.2. Conducting a series of capacity building trainings for the Advisory Board on the rights of national minorities
Activity 2.3. Conducting quarterly co-ordination meetings of the Advisory Board on the rights of national minorities
Duration of Assignment:
The duration of the consultancies will depend on the specific projects/activities

Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
