Background
The war in Ukraine has triggered one of the fastest-growing displacement and humanitarian crises on record, pushing millions into internal displacement and abroad in search of safety.
As of March 2023, more than 360,000 refugees from Ukraine had crossed into Moldova, with estimates suggesting that as many as 780,896 border crossings to Moldova and 417,105 border crossings back to Ukraine. While many refugees move on to the European Union, over 108,800 refugees remain in Moldova at the time of writing and more arrive each day.
HIAS’ approach considers multi-country resources and networks in order to identify and address the common protection considerations above and provide a continuum of services and support as displaced people make decisions about their status, location and length of stay, shelter situation, service access, and other needs through the winter season. Across the region, HIAS uses community-based approaches, working with and through local partners who have good access to affected people and bring deep, specific knowledge of the needs and gaps in a given locality, including both displaced people and host communities.
Objectives
The Communication Consultant will ensure, in line with the programme scope, the provision of the following development services and Communications products pertaining to public outreach:

Key deliverable for the communication consultant:
Deliverable 1. Strategy and plan, which should include communication objectives, core narrative, key messages by internal and external audience segmentation, dissemination channels, outline of communication products and implementation timeline and budget.
Deliverable 2. Communication products by segment, including visual identity, leaflets, brochures, testimonials, slide decks, info graphics and other products identified in the communication strategy and plan.
Deliverable 3. Writing and editorial support for communications products, web content and other related materials identified in the strategy and plan.
Deliverable 4. Define and implement a dissemination strategy, which includes building partnerships with relevant actors (e.g. regional and field offices, HIAS departments and other partners); creating communication opportunities; and designing communication and advocacy campaigns on specific topics with the objective of amplifying message.
