Duties

This position has the responsibility for managing the real property portfolio in the General Services Office (GSO). The incumbent of this position represents the General Services Officer outside the organization and accounts for real estate market analysis, real estate leasing & acquisition, real property management, negotiation of leases, agreements as well as upgrades and improvements to leased property. The incumbent serves as the Contracting Officer’s Representative (COR) for post’s contracts for real estate legal services. The incumbent is responsible for providing expert guidance and advice on all realty issues to the GSO and other managerial levels of the embassy. Directly supervises the Housing Coordinator.

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least three years of experience in leasing, housing, managing real estate or conducting real estate market analysis are required.

 

JOB KNOWLEDGE:

    1. Knowledge of the local real estate market and real estate laws and regulations is required.
    2. The incumbent needs to demonstrate knowledge and detailed understanding of internal workings and structure of the organization, internal procedures at post and USG regulations, policies, purpose of the organization and its staff.


Education Requirements:

At least two years of full-time post-secondary study at college or university are required.

Evaluations:

LANGUAGE:  Level IV (Fluent) Speaking/Reading/Writing English, Romanian and Russian is required. (This may be tested.)

 

SKILLS AND ABILITIES:  

    1. Ability to integrate the disciplines of legal, appraisal, engineering, architecture, fire and life safety and finance, so that the diverse issues are satisfactorily coordinated, analyzed and conflicts resolved.
    2. Must be able to communicate effectively verbally and in writing and have excellent negotiation skills.
    3. Must have advanced computer skills, including proficiency in Microsoft Office Suite (Word, Excel, Outlook), and the ability to learn State Department specific software.
    4. Must have strong interpersonal and customer service skills in a cross-cultural setting.
    5. Must be completely ethical.
    6. Must possess valid local type B driver's license. Must have had driver’s license for a minimum of five years (Driving skills may be tested.)
