The UN Human Rights Office in Moldova (OHCHR) represents the world's commitment to universal ideals of human dignity. It has a unique mandate from the international community to promote and protect all human rights. 

The OHCHR field presence in Moldova, led by the Human Rights Adviser, assists the UN Resident Coordinator’s Office, UN Country Team in Moldova (UNCT), Government and civil society in strengthening human rights and human rights-based approaches, working closely with the UN Country Team on capacity building and mainstreaming human rights in their work, as well as providing support in engagement with national actors on human rights, including advising national authorities upon request. Thematic priorities for the work of the Office are: (i) Strengthening rule of law and accountability for human rights violations; (ii) Enhancing equality and countering discrimination; (iii) Integrating human rights in sustainable development; (iv) Enhancing civic space and people’s participation. 

In September 2022, OHCHR started the implementation of a two-years project titled ‘Building sustainable and inclusive peace, strengthening trust and social cohesion’. The project is implemented jointly with two UN agencies (UN Women and UNDP) and takes place on both banks of the Nistru river.  The project goal is to facilitate an enabling environment for improved cross-river interconnectedness and interaction, reduced social tensions and continuation of the settlement process. This will be achieved through: 1) a strengthened cross-river engagement and productive interaction through the advancement of human rights, Women Peace and Security agenda and improved access to social services; 2) strengthened responses to divisive narratives and misinformation to reduce social tensions. This, in turn, will contribute to achieving Sustainable Development Goals (SDGs).

Project stakeholders include authorities, National Human Rights Institution, human rights focal point from the left bank of Nistru river, civil society organizations, grassroots organizations, media, human rights defenders, journalists from both banks of Nistru river.

OHCHR is seeking to recruit a consultant who will be responsible for the monitoring and evaluation of the project, in close coordination with the OHCHR Team and with the consultancy company that will be selected to carry out the baseline and endline study.  The consultant will play a key role in ensuring that the project indicators are regularly measured, according to contractual donor deadlines, including by coordinating with relevant UN agencies and implementing partners.

Scope of work

The Consultant will work under the direct supervision of the Human Rights Officer/Project Coordinator, in close coordination with the National Human Rights Officers part of the project team and other relevant colleagues.

Under the present Terms of Reference, the Consultant will:

1. Lead all OHCHR monitoring and evaluation activities conducted as part of the project on both banks throughout the project cycle management (PCM). These activities include: planning; tools development; data collection; data cleaning; data analysis; report writing.
2. Coordinate all monitoring and evaluation activities of the project, in close liaison with the other implementing UN agencies (UN Women and UNDP), to ensure data collection practices and tools are harmonized between partners to facilitate an accurate indicators measurement.
3. Maintain and regularly update the project Monitoring and Evaluation Framework and the Monitoring and Evaluation Workplan.
4. Lead a timely, efficient and accurate information management by ensuring that relevant data are effectively collected, cleaned, validated and stored, with consideration for data protection policies.
5. Provide monitoring and evaluation narrative inputs to the mid-term and other donor reports.
6. Provide training on Monitoring and Evaluation to staff and partners as needed.
7. Facilitate learning by ensuring that lessons learnt, and best practices are discussed and documented and influence the strategic development of current and future projects and activities.
8. Undertake any other task as requested and with agreement of the supervisor.

Requirements for experience

Academic Qualifications:

• University degree in social or political science, statistics, anthropology, sociology or related field;
• Post-graduation education/courses and other learnings on assessment, monitoring and evaluations are considered an asset.

Experience and skills:

• 4 years of professional experience in monitoring and evaluation with non-governmental humanitarian or development organizations; consultancies; or with the government, including in Moldova;
• Experience in data collection planning, implementation, data cleaning, data analysis;
• Experience in coordinating different partners;
• Experience working with Office software; knowledge of Kobo toolbox is an asset;
• Experience in donor’s report writing and ability to present information logically, clearly and concisely;
• Excellent knowledge experience in monitoring and evaluation in project cycle management;

Language requirements: 

• Fluency in oral and written Russian; working knowledge of English and Romanian language would be considered an advantage;
• Knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauz, Romani, Ukrainian or sign language is an asset.
