Background
People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in post-communist Europe and has administered projects in 37 countries over the past 30 years. From 2009 onwards, PIN has added development programs to its work in Moldova, building a vision and practices that keep people and communities at the canter of our work. Throughout its presence in the country, PIN has been contributing to the development of the following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, and Good Governance.
Position summary:
The Head of Systems and Operation (HoSO) is a member of the country programme senior management (together with the Country Director (CD), Head of Programmes (HoP) and Head of MEAL) and shares responsibility for the effective and efficient delivery of People in Need’s (PIN) country programme. Specifically, the role of the HoSO is to manage and improve the support systems and operations required to achieve this objective comprising of the Finance, Human Resources (HR) and Procurement & Logistics departments. In performing this role, the HoSO also ensures an enabling environment for the implementation of the country programme, while maintaining operations and systems that meet with the accountability requirements of PIN and its donors.
Duties & Responsibilities
Strategic Leadership:
- The HoSO assists the CD in the management of the country programme, participates in the senior management meetings, and pro-actively takes part in the decision-making processes;
- ensures that systems and operations support the implementation of the country programme strategy and that procedures and regulations are implemented in full transparency and in accordance with donors and PIN rules;
- represents PIN towards local authorities, donors, partners, and other stakeholders;
Human Resources & Capacity Development:
- The HoSO is familiar with PIN HR procedures and ensures that all country programme staff follows them;
- together with the country programme senior management (CD, HoP, etc.) and national HR personnel, cooperate with HQ HR department on HR audits, setting and improving of HR procedures, and supporting their implementation;
- together with the national HR personnel, inform HQ HR about current HR related needs and requests from country programmes, at minimum within Quarterly report;
- takes part in the investigation procedures related to the reporting of breach of PIN Code of Conduct or other disciplinary issues.
Finance Management:
- The HoSO makes sure that relevant country programme financial and administrative procedures are in place and respected;
- oversees the operations of the financial team in all sectors, including budgeting, reporting, and accounting of the country programme;
- ensures financial and administrative systems (ELO, Navision) are properly administrated and used by the whole country programme;
- ensures the timely completion of CP documents needed for the yearly closure procedure;
- gives guidance and support to FM for finance and procurement related communication with donors.
Logistics & Procurement:
- The HoSO oversees operations of the Logistics & Procurement department in all sectors (base management, fleet management & movement planning, IT support, supply chain coordination, stock and inventory management);
- on a regular basis, audits the procurement process in order to highlight flaws and pressures associated with operating in the country programme context;
- together with Logistic & Procurement Manager, plans for and ensures effective and efficient operational spending and provides commentary on the operational setup to other members of country programme senior management;
- supervises programme staff for the regular update of stock table (for donation to beneficiaries) and ensures that donation contracts are systematically prepared for any final donation.
What we are looking for:
Knowledge/Experience
- Minimum 4 years of progressive management experience in the NGO field (logistic & procurement, finance, and/or HR).
- Strong leaderships and staff management skills with a record of managing diverse multinational teams and contributing to the capacity building of all staff.
- Knowledge of various institutional donor environment and compliance rules (EC, UN, USAID, …).
- Experience with strategic program planning, project cycle management.
- Experience with supporting financial planning and coverage of country programme, economic management of a country programme (or large-scale programme).
Qualifications/Skills
- Qualification – A university degree in a relevant field.
- Professionalism – Proven communication and negotiation skills with national and local level representatives.
- Planning & Organizing – Ability to plan own work and manage conflicting priorities.
- Management – Ability to manage staff and contribute to skills and capacity building.
- Communications – Good communication (spoken and written) skills, including the ability to explain and present complex information and prepare written documents/communications in a clear, concise style.
- Innovative and critical thinking.
- Demonstrated experience with MS Office suite application, particularly with Outlook, Word, Excel, and PowerPoint, social media skills represent an advantage.
- Teamwork – Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Fluency in English (listening, reading, writing, and speaking) required. Russian and/or Romanian communication skills are a strong advantage.
