The Alliance of NGO’s active in the field of Child and Family Social Protection (APSCF) is hiring a Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist (part-time)

Project: “Refugee Support under APSCF Umbrella”, funded by Diakonie Katastrophenhilfe (DKH).

Position: Monitoring and Evaluation Specialist

Salary range: 8,000 MDL – 10,500 NET / month, depending on experience, education, etc.

Working hours: part-time (50%, the schedule will be decided with the employee).

Reports to: Project Director, Project Manager, and works in close cooperation with DKH country representative and team

Employment period: 11 months, with a trial period

Location: Chisinau, with site visits within the country

Project description:

APSCF is starting a one-year long project entitled “Refugee Support under APSCF Umbrella”, funded by Diakonie Katastrophenhilfe (DKH).

The purpose of the project is to contribute to the provision of quality emergency response services for Ukrainian refugees, affected TCNs and vulnerable local population in Moldova through CSO empowerment. In accordance with the pledges of the localization agenda, local CSOs play a very important role in the mitigation of the refugee crisis. Yet, they often lack the capacity and access financial resources needed to scale their interventions. APSCF, with the support of Diakonie Katastrophenhilfe, will provide funding opportunities and capacity building for member and partner local NGOs in Moldova.

Duties and responsibilities:

• Lead the design and implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) plan designed to track and assess activities and interventions of implementing partners.
• Establish performance indicators, set targets, collect data, track indicators, etc.  
• Develop tools, methodologies and spreadsheets for M&E data collection and verification.
• Decide on means of verifications with the project management team and implementing partners.
• Conduct data verification exercises on the reports of implanting partners using MEAL tools including data and means of verifications review, focus group discussions and interviews, etc.
• Update the MEAL plan as needed throughout the life of the project.
• Support the design of a Community Feedback and Complaint Mechanism, follow up the feedback & complaints and report to related Project stakeholders.
• Support the preparation of donor reports by providing consolidated MEAL reports and annexes, including analyses of measurable accomplishments against activities conducted and program objectives.
• Ensure that MEAL reports are produced on time and in a technically valid, high-quality manner.
• Work with senior management and project staff to ensure that project learnings are applied, and activities are adapted, as needed, for innovative and effective programming.
• Work with beneficiaries on the implementation of the monitoring and evaluation system, ensuring that the quantitative and qualitative data and analysis are of high quality.
• Enter project data into the project’s files.
• Perform other relevant duties as assigned.

Qualifications:

• Bachelors or master’s degree in relevant field.
• At least 2 years of experience in the implementation of M&E frameworks.
• Experience in data collection, data management, analysis and progress reporting. 
• Strong qualitative and/or quantitative skills, with a demonstrated ability to synthesize and present complex data streams.
• Strong oral and written communications skills.
• English is an advantage.
• Experience working with international donors and CSOs is an asset.
• Proactive, resourceful, solutions oriented and results oriented.
• Ability to communication in a positive and diplomatic way.
• Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure.

The Monitoring and Evaluation Specialist reports to the APSCF Secretary General/Project Director, the Project Manager, and works in collaboration with the other members of the implementation team. During the project execution period, APSCF’s team will work in close collaboration with DKH team who will offer support through consultations, mentoring, trainings, program and grant design, documentation templates, procurement procedures, and other assistance that will ensure the smooth and successful implementation of the project.
