Project Overview

Data for Impact (D4I), funded by the United States Agency for International Development (USAID), supports countries to generate and use high-quality data as evidence that can improve programs, policies, and—ultimately—health and social sector outcomes. D4I is implemented in several countries around the world, including Moldova. D4I Moldova is working to strengthen the capacity of the government and its partners at national and subnational levels to collect, analyze, and use data to generate a positive impact on children in adversity.

With approximately 90,000 of 500,000 Ukrainian refugees staying in Moldova, services in social protection, education, health, and others are soon to be overstretched. Therefore, D4I is working with the Moldovan government and international partners to improve data collection and governance to better identify refugee needs and estimate the resources required to fulfil those needs.

Background and Purpose of Position

As part of its work supporting the refugee response in Moldova, D4I is preparing to begin several activities to assist the refugee response in Moldova. One of them is to conduct a Quality-of-Life survey to gather key information on the impact of the refugee crisis on the citizens of Moldova, as well as of other crises which aggravated the living standards in Moldova. The Quality-of-Life Survey of an estimate random sample of 2,000 households will provide the Government of Moldova with data on employment, income, education, housing, family, health, work–life balance, perception on the quality of public services, and subjective wellbeing, based on the EU methodology used in the Member States for similar surveys. The survey will be administered by professional interviewers in-person at respondents’ homes. The Government will use the data to determine how best to support Moldovan citizens during the refugee crisis and beyond, as well as to address and prevent resentment for Ukrainian refugees. D4I will conduct two rounds of the Quality-of Life Survey, using a local data collection company to complete the data collection exercise. D4I will also provide support to develop a website for interactive visualization of the data from the survey, which could be hosted on a government site.

The Research and Analytics assistant will oversee the Quality-of-Life survey and will facilitate the use of its results by the Government.

This position is based in Chisinau, Moldova and reports to the D4I Chief of Party and Refugee Coordinator. 

Period of Performance:  July 2022-August 2023, Full-time (with possibility of extension)

Job Responsibilities:

• Draft the Terms of Reference for the selection of a local company to conduct the Quality-Of-Life Survey.
• Participate in the selection panel of the local company.
• Oversee the work of the local company, making sure that the survey is carried out timely, according to the agreed methodology, and quality/ethical standards.
• Review the Quality-of-Life Survey protocol and data collection tool, and prepare them for Institutional Review Board (IRB) approval.
• Responsible for the quality of the survey report.
• Provide orientation and feedback to the local company for the development of a website for interactive visualization of the data from the survey.
• Develop Quality-of-Life data briefs and facilitate data review meetings with the government, in particular the Ministry of Labor and Social Protection, and donor community to help inform the policies and programs aimed at supporting the refugees and Moldovan host families.
• Work closely with the Data Analyst/Vizualization Consultants in charge of developing the Data Review Rooms (technology-enabled data analytics and visualization platforms that integrate and triangulate data from multiple sources to facilitate stakeholder-led action planning).
• Provide inputs for the development of communication materials on Quality-of-Life survey and participate in relevant communication/public events.
• Participate in international coordination meetings co-led by UNHCR in Moldova (working groups on assessments and analysis, livelihoods and inclusion), and communicate key discussion points to D4I staff.
• Analyse data and trends related to the Ukrainian refugee crisis to identify areas of upcoming need and work with team to pivot accordingly.
• Participate in overall D4I and Palladium meetings, reporting out on the survey progress and results as necessary.

Required Qualifications:

Requirements

• Consultant must reside in Chisinau, Moldova and possess legal authorization to work in Moldova.
• Proven experience in quantitative and qualitative research and sound understanding of research methodologies. Experience in quality-of-life surveys would be an advantage.
• Experience in data analysis, interpretation of information and transposal in action.
• Experience in data quality assurance.
• Ability to think critically to synthesize large amounts of information, organize and store it, and communicate findings.
• Knowledgeable about Moldova’s social assistance and social economic development context.
• Demonstrated ability to establish and maintain effective working relationships with the Moldovan government and/or international stakeholders. Experience working in a project funded by USAID, or another U.S. government donor would be a plus.
• Practical experience with database management, especially around child protection and quality of life.
• Demonstrated ability to work effectively with team members and customers of different cultures, gender, and hierarchical levels.  
• Detail-oriented and deadline-driven with strong organizational skills and ability to work in a dynamic and agile environment with changing requirements and priorities.

•  Proficiency in MS Office and data analysis software.

• Ability to speak, read, and write Romanian and English is essential.
• Ability to speak Russian and/or Ukrainian would be an advantage.
• Experience with emergency response would be an advantage.
