Project Overview
Data for Impact (D4I), funded by the United States Agency for International Development (USAID), supports countries to generate and use high-quality data as evidence that can improve programs, policies, and—ultimately—health and social sector outcomes. D4I is implemented in several countries around the world, including Moldova. D4I Moldova is working to strengthen the capacity of the government and its partners at national and subnational levels to collect, analyze, and use data to generate a positive impact on children in adversity.
With approximately 90,000 of 500,000 Ukrainian refugees staying in Moldova, services in social protection, education, health, and others are soon to be overstretched. Therefore, D4I is working with the Moldovan government and international partners to improve data collection and governance to better identify refugee needs and estimate the resources required to fulfil those needs.
Background and Purpose of Position
As part of its work supporting the refugee response in Moldova, D4I is preparing to begin several activities to assist the refugee response in Moldova. One of them is to conduct a Quality-of-Life survey to gather key information on the impact of the refugee crisis on the citizens of Moldova, as well as of other crises which aggravated the living standards in Moldova. The Quality-of-Life Survey of an estimate random sample of 2,000 households will provide the Government of Moldova with data on employment, income, education, housing, family, health, work–life balance, perception on the quality of public services, and subjective wellbeing, based on the EU methodology used in the Member States for similar surveys. The survey will be administered by professional interviewers in-person at respondents’ homes. The Government will use the data to determine how best to support Moldovan citizens during the refugee crisis and beyond, as well as to address and prevent resentment for Ukrainian refugees. D4I will conduct two rounds of the Quality-of Life Survey, using a local data collection company to complete the data collection exercise. D4I will also provide support to develop a website for interactive visualization of the data from the survey, which could be hosted on a government site.
The Research and Analytics assistant will oversee the Quality-of-Life survey and will facilitate the use of its results by the Government.
This position is based in Chisinau, Moldova and reports to the D4I Chief of Party and Refugee Coordinator.
Period of Performance: July 2022-August 2023, Full-time (with possibility of extension)
