Context:
As response to the Ukrainian crisis, IOM Chisinau has increased its operational activities in response to the inflows of refugees and Third country nationals in country. Under the overall supervision of the Chief of Mission, the guidance of the Program and Operations Coordinator and direct supervision of the Programme Support Coordinator, the incumbent will be responsible for:
Core Functions / Responsibilities:
Tasks related to Information Management:
1. Contribute to the design, development, implementation, and maintenance of information system solutions for the Regional Refugee Response Plan activities in Moldova;
2. Through overseeing of Information Management tools, monitor IOM implementation of activities under the umbrella of the Regional Refugee Response in Moldova as per agreed timelines and contribute to situational and progress reports;
3. Provide technical information and guidance on data collection processes and reporting mechanisms;
4. Generate specific information products for IOM Moldova to be utilized in donor/stakeholder briefings, project proposals, and contractual and/or ad-hoc reports, with a focus on matters related to the Refugee Response. These products include infographics, dashboards, maps, reports, etc;
5. As IOM Moldova Information management (IM) focal point, coordinate closely with internal and external IM specialists and focal points, particularly the Regional Refugee Response IM Working Group, IOM Regional Offices (RO), Headquarters, and Country Offices (CO) in the region, which are included in the Regional Refugee Response to Ukrainian Refugees;
6. Assist in consolidating strategies and creating guidance documents for the Refugee Response, including generating data for planning such as population figures, projections, people in need, target population, and funding requirements.
7. Ensure that all data collection, storage, analysis and dissemination is in line with IOM’s data protection principles and applications adhere to Information Technology and Communication Information and Communications Technology (ICT) Policies and Standards and Data Protection Policy.
Tasks related to Monitoring and Evaluation (M&E):
8. Provide technical support for the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) plan applicable to IOM’s interventions under the Refugee Response Plan at national level, including contributing to the development of tools, SOPs and data management systems;
9. Update the monitoring dashboards on results, activities, risks and budgetary performance of IOM Moldova Refugee Response Plan project portfolio, and participate in field monitoring visits, as required;
10. Draft portions of donor reports for the Refugee Response Plan projects following IOM’s and donor guidelines;
11. Carry out internal evaluations of national Refugee Response Plan projects in close coordination with the RO Vienna;
12. Upon approval, disseminate findings, conclusions and recommendations from monitoring and evaluation activities.
13. Perform such other duties as may be assigned.

Fluency in English, Romanian and Russian is required. Knowledge of the Ukrainian language is an advantage.
