SCOPE OF WORK (SOW)
FinTech Hub Manager
01. About Tekwill:
Tekwill has been designed as a national public private partnership between the Government of Moldova, USAID, Microsoft, and IBM to answer the needs of the ICT industry to close the gap of the human capital shortage, as well as support the development of the entrepreneurship ecosystem. The initial goal of the projects to contribute to the extension of the Tekwill project as a sustainable network and deploy its programs on regional/national level. The project aims at determining the operation model of the network, determining business plans for the relevant created centers or partners in the regions, deploy scalable activities to connect an estimated of 150,000 people to ICT (school and university students, community, etc.) , deploy entrepreneurship programs aiming at both scaling up existing programs, as well as create inclusive innovation platforms for the regions with their respective specifics and potential to absorb/apply ICT. We envision a minimum 10,000 beneficiaries/year for each direction (education and entrepreneurship) As a result of the project, 2 main outcomes of the project are expected: more and better qualified skills and workforce developed leading to a stronger ICT industry in Moldova, as well as creating the premises for a Startup Moldova program driving opportunities for companies seeking capitalization.
02. About FinTech Hub:
In 2019, ATIC has been addressed with an expression of interest to host a Tekwill Type Center within ASEM which would host Tekwill type activities related to Fintech. ATIC/Tekwill considers FinTech a feasible program, where ASEM converges financial services and IT. Thus, it would be reasonable to invest into:
The new Fintech Hub aims at providing the location where the Fintech community in Moldova will be established and represent the base for the development of the Fintech ecosystem in Chisinau, and eventually across the country. It will include a coworking space, meeting and event spaces. FinTech hub aims at supporting early stage startups grow, contribute to financial inclusion and position itself as a platform to unite all interested stakeholders in promotion of a healthy business environment.

03. PURPOSE AND OBJECTIVE:
The purpose of this assignment is to contribute to the attainment of the developed mainly around capacity building through trainings and webinars, development of fintech entrepreneurship through hackathons and accelerators, community building and consolidation through meetups and conferences.

Education:
Bachelor degree in one of the following fields (or related to): Education, Entrepreneurship, International Development, Business, Economics, Management, etc.
Experience:
At five years of professional experience. At least three years of managerial experience. Experience of working with educational/entrepreneurship projects and/or knowledge is an advantage.
Language Skills:
Excellent oral and written communication skills. Fluency (including reading, writing and speaking) in Romanian/Russian and English is required;
Computer Skills:
Working knowledge of internet, Microsoft Office (Word, Excel, PowerPoint, Outlook) and collaborative platforms;

The level of effort (LOE) in days needed for this assignment is Full time.
08. PLACE OF PERFORMANCE
The consultant will perform his/her duties in Moldova, as indicated in the SOW.
09. PERIOD OF PERFORMANCE
The assignment will begin on/about 1 year.
10. REPORTING INSTRUCTIONS
The Manager will report to the Project Director Ana Chirita, who will be responsible for supervising the performance.
