Context:
Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. As response to the Ukrainian crisis, IOM Chisinau has increased operational activities which requires additional administrative staff.
Under the overall supervision of the Chief of Mission, the guidance of the Emergency Coordinator and direct supervision of the Programme Support Coordinator, the incumbent will be responsible for:
Core Functions / Responsibilities:
Tasks related to Information Management:
1. Contribute to the design, development, implementation, and maintenance of information system solutions implemented by IOM in Moldova and feeding into response activities included in the Regional Refugee Response Plan activities and IOM crisis response plan in Moldova;
2.Oversee the information management processes and flows, including monitoring of the implementation of activities in Moldova as per agreed timelines and contribute to situational and progress reports and the development of information management products and maps;
3. Provide technical management of multiple data collection processes and reporting mechanisms, including data quality control for 4W inputs/outputs, data entries and data consolidation for programmatic purposes, including using database and software;
4. Develop information products, high quality data analysis for IOM Moldova to feed into internal and external briefings, project proposals, and contractual and/or ad-hoc reports, with a focus on matters related to the response, including movement and transportation, humanitarian response and other longer-term components of IOM response. These products include infographics, dashboards, maps, reports and factsheet;
5. As IOM Moldova IM focal point, coordinate closely with internal and external IM specialists and focal points, particularly the IMWG, IOM Regional Offices (RO), Headquarters, and Country Offices (CO) in the region which are included in the regional response to Ukrainian crisis;
6. Assist in consolidating strategies and creating guidance documents for the IOM response, including generating data analysis for planning such as figures, projections, people in need, target population, and funding requirements.
7. Ensure that all data collection, storage, analysis and dissemination is in line with IOM’s data protection principles and applications adhere to Information Technology and Communication Information and Communications Technology (ICT) Policies and Standards and Data Protection Policy.
8. Provide technical inputs for the improvement of the current software’s used to track the progress of indicators of the projects in the field.
Tasks related to Monitoring and Evaluation (M&E):
9. Lead the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) plan applicable to IOM’s interventions at national level and local levels, including contributing to the development of tools, SOPs and data management systems;
10. Support the development of response tracking tools and analysis and maintain and monitor dashboards on results, activities, risks and budgetary performance of IOM Moldova response portfolio, and participate in field monitoring visits, as required;
11. Supporting the drafting of portions of donor reports following IOM’s and donor guidelines by providing key information and data analysis.
12. Carry out internal evaluations of national projects in close coordination with the direct management team.
13. Upon approval, disseminate findings, conclusions and recommendations from monitoring and evaluation activities.
14. Perform such other duties as may be assigned.

Fluency in English, Romanian and Russian is required. Knowledge of the Ukrainian language is an advantage.
