  Skat Consulting Ltd. invites motivated and qualified candidates with a background in Civil Engineering to apply for the position of  Project Engineer in the Integrated water and sanitation in Moldovan villages Project (ApaSan+), which Skat Consulting Ltd is implementing in the Republic of Moldova.

Since more than 12 years Skat is supporting local public administrations in Moldova and neighboring countries.

The ApaSan+ project aims at improving water supply and sanitation infrastructure and services in selected Moldovan villages, by demonstrating innovative technologies and managerial set-ups that are affordable and replicable. The project builds on the experience and results of the successful ApaSan project (2011-2019, www.apasan.skat.ch). The ApaSan+ project is financed by the Austrian Development Agency, with funds from the Austrian Development Cooperation, and is implemented through the Fundatia Centrul Moldo-Elvețian pentru Cooperare SKAT, a legal entity registered in the Republic of Moldova.

Objective of the position

 The Project Engineer’s main responsibility within the Project is the coordination of pilot sanitation interventions, including the development and implementation of technically and economically appropriate solutions for rural localities, community mobilization, documentation and dissemination (nationally), liaising with national and raional agencies for obtaining of permits, needs assessments and collaboration agreements with local and regional operators. He/she will also be assigned selected tasks related to rural water supply projects, in any phase of the project cycle (planning – implementation – monitoring). The position is a full-time one (100%).

Required Skills and Experience

• Academic degree in civil engineering, with specialization in water supply and sanitation, or in a related technical or scientific discipline.
• Minimum 3 years of professional experience in implementing water supply and sanitation infrastructure.
• Good knowledge of, and practical experience with, the legal, normative and regulatory framework in Moldova in the domains of construction, environment, local public administration, and public services at LPA level.
• Good knowledge and understanding of the technical, institutional and operational/managerial aspects of rural water supply and sanitation.
• Experience with the identification / development / selection / pilot operation of appropriate technological solutions in the water and sanitation sector.
• Personal motivation for contributing to the project’s overall goal (improved quality of life and public health of the rural population in Moldova through increased sustainable access to safe drinking water and household sanitation). Good understanding of the challenges faced by the rural population and the local public administration (LPA).
• Creative personality, demonstrated interest and ability to pro-actively search for and work on non-conventional solutions.
• Good communicator, facilitator, presenter, and writer.
• Ability to negotiate, correspond and document with ease and precision in both English and Romanian languages.
• Proficient user of at least the following office software: MS Word, Excel, Outlook, PowerPoint. Proficient user of technical software for geographic information systems, CAD and hydraulic calculation of water supply and sewerage networks. Additional IT skills are an asset.

The position is to be filled for the project duration until October 2023 and start as soon as the potential candidate will be selected.
