1. Background

• Rationale

The “Local Civil Society Contributes to Inclusive and Sustainable Economic Development in Moldova” 2021-2024Project is funded by the European Union, co-funded by Sweden and implemented through East Europe Foundation.

The aim of the project is to empower vulnerable women and men to exploit sustainable economic opportunities, reap the benefits provided by the AA/DCFTA and to better prepared to manage economic risks (such as Covid-19 pandemic) through active society engagement.

One of the components provides support to enable six regional Business Hubs to develop business capacities of SMEs, as well as to assist them to develop and deliver business support packages to regional SMEs.

Within the previous project  “Local civil society contributes to economic and social development of the country”, 2018-2020 funded by EU and co-funded by Sweden, the following Business Hubs have been created: CSO ProEntranse (Business Hub Soroca), CSO for children and youth "Făclia" (Business Hub Ungheni), CSO Pro Regional Cooperation (Business Hub Balti), Innovation Development Agency (Business Hub Transnistria), Business Association from ATU Gagauzia “NEXT” (Business Hub Gagauzia) and CSO Orhei Regional Agency of Sustainable Development (Business Hub Orhei). In the current project will be supported 6 business hubs, which may be the same or not.

• Overall Framework for the Assignment

The overall objective is to develop the business services mapping and operational manual/methodological support for three services delivery, as well as to facilitate the launch of these services through organization and delivery of dedicated coaching. The following services should respond to businesses needs and solve concrete problems identified by businesses:

1. Professionals Internship Program
2. Legal framework support to businesses
3. Business Support Package for Export

2. Description of assignment

• Specific Objectives

The Expert (natural or legal entity) is expected to provide following services:

• To develop the mapping of the existing services/business support provided by the existing BHs created and operating in Moldova over the last 3 years (2019-2021);
• To organize online sessions with Business Hubs aiming to collect main needs and expectations related to all three services, based on their absorption capacity and regional context;
• To develop the operational manual/methodological support for services delivery with cost calculation implying:

• Business processes related to the three / services description and price catalogues for the delivered services, necessary coaching to enable the delivery of services, visibility etc.
• Data basis of potential customers, beneficiaries, customers, partners;
• Training curricula shall be developed for legal harmonization webinars/off line seminars;
• A separate study case/practical example will be developed as a part of the operational manual to show practical example of each service implementation;
• The consultant will take into consider the peculiarities, existing situation/context of the beneficiaries of BHs.
• To deliver coaching sessions to guide and support the BH for the design and preparation of the above mentioned services
  • Deliverables

The Expert (natural or legal entity) will work closely with the beneficiary and is expected to provide the following deliverables:

The drafts of deliverables should be coordinated with the project management and the final draft will be submitted electronically in Romanian language being subject to comments by the beneficiary. Deliverables will be delivered in Word format and Power point presentation (as appropriate).

• Duration of Assignment

The services will be provided in total 20 working days, in the time frame from April to July 2021.

• Proposal format

1. A short technical proposal outlining:

- Cover letter, including understanding of the assignment, proposed timetable and approach, list of combined relevant experience of the proposed experts o CVs of proposed experts;

- Copy of the company registration certificate in the Republic of Moldova, any available license, permit;

2. Financial proposal expressed in MDL, with the proposed fee per working day; legal/natural person bank data, including bank name and IBAN for MDL.

Evaluation of bids will be performed based on the ration 40% for experience in similar assignments, 30% for the technical offer and 30% for the financial offer.

The technical and financial proposals will be submitted to info@eba.md by April 23, 2021. The uncompleted submitted bids will not be accepted.

3. Qualification and Experience

3.1. Requirements

Applying organizations must be legally registered in Republic of Moldova. Proposed experts are expected to meet the following requirements cumulatively:

• Academic background in business administration/economics;
• At least 5 years’ experience in working with businesses/business support organizations/NGOs;
• Extensive experience in developing business related tools and methodologies;
• Extensive experience in offering EU export support business support and services to private sector (companies and business associations)
• Ability to individually train/coach beneficiaries and to transfer knowledge in various ways (trainings, formsheets, presentations, guidelines etc.).
