The Chișinău City Hall has signed a grant contract on 23 of December 2020 with the EU Commission, in accordance with the Chisinau Municipal Council Decision 22/2 from 22 December 2020 “Regarding the approval of the Grant Agreement, concluded between the Delegation of the European Union to the Republic of Moldova, Chisinau City Hall and Gmina Lublin”.

The grant of 3,325,000 EUR was awarded for the modernization of Public Transport in Chișinău City and the attraction of know-how from more experienced EU cities. Lublin City Hall (Gmina Lublin) is a project partner and co-applicant in the current project and their team will support the Chișinău team in project implementation. The current project design was elaborated based on several reports and studies carried out in recent years with regard to how the public transport should be improved in Chișinău. The Deputy Mayor, Mr Victor Chironda, was personally involved in developing the intervention logic and activity matrix for the overall project.

The project duration is 48 months, starting in February 2021. The project manager will be hired for an initial period of 12 months, with the possibility of contract extension. It is expected that the project manager will stay within the project until the very end of the project and the delivery of the final reports.
The Project Manager is expected to take over the project assignment from the people who administered the project until February 2021, from the moment of the grant application until the first funding installment reached the bank account of the City Hall. The project manager is expected to quickly understand the ongoing procedures and take lead in recruiting the remaining members of the Project Implementation Unit and setting it up. The project manager is expected to ensure effective communication between all stakeholders (the EU Delegation, the Chișinău City Hall, The Lublin City Hall, The EU Commission, other relevant national authorities from the Republic of Moldova). The project manager is expected to set up and coordinate the project’s Steering Committee work, as well as set up and coordinate the Project Board. The project manager is expected to implement the project in strict accordance with the approved budget and to ensure that all public acquisitions are done in accordance with the budget as well as with the applicable laws. All of these actions will have to be done simultaneously starting with Day 1 of the project manager’s assignment. The current project team will offer assistance in taking over the process.
EXPECTED OUTPUTS
The specific tasks of the Project Manager will be the following:
The Project Workplan of the Project Manager is not a separate document. The main guiding document should be the Logical Framework that has a schedule of all project actions, which must be carried out. The Log Frame also has a calendar and, in this way, it can be used as a basis for agenda making and planning. The Project Manager is expected to make his/her own work plan based on this Log Frame and to keep a time sheet of all progress made. These time sheets will be used for reporting at a later stage. The project manager is responsible for the elaboration of yearly project reports and coordinating the delivery of the yearly expenditure verification reports by the already contracted external auditor. The Project manager shall keep all project documentation archived and shall make this information available to external verification if needed.
Project Manager must fulfill the following selection criteria:
▪ Education: Master’s Degree and Bachelor’s Degree in Public Administration, Law, International Relations and European Studies, Political Science or another relevant field. Additional trainings, educational modules completed, fellowships, research internships, certifications that are relevant for the current project management assignment, will be considered an advantage.
▪ Experience: at least 5 years of project management of similar projects within or outside Government. Relevant experience in working with Government, Parliament, Local Public Authorities, as well as development partners, international organizations and civil society.
▪ Working knowledge of project management, program coordination, multi-stakeholder projects, grant projects implementation and other public sector affairs will be considered an advantage.
▪ Knowledge and Skills: Personnel Management, Financial Management, Grant Implementation, Legal Analysis, Regulatory Impact Analysis, Writing and Reporting, Policy Analysis, Project Management, Multicultural and Multinational cooperation.
▪ Extensive knowledge of the Moldovan and EU legislation, Moldovan and EU institutions will be an advantage.
The Project Manager shall be responsible for collecting project data during the project implementation period and abide by the KPI’s described in the DoA and the Log Frame of the project. The Project Manager is expected to collect evidence, photographs, attendance sheets as well as retain all transaction documentation for storage. The project manager shall share all project documentation requested by the external auditor and shall cooperate with the auditor in compiling the expenditure verification reports. The project manager shall be primarily responsible for compiling yearly project reports as well as short progress update reports if needed to be presented to the EU Delegation upon request.
