Position title: Writer, local government issue briefs

Reports to: Policy and Research Manager

Location: Chisinau, Moldova

Expected duration of assignment: approximately 50 days (during January 2021-April 2021, with the possibility of extension and renewal)

Project description

Comunitatea Mea (CM) is a 5-year program funded by the United States Agency for International Development (USAID) and administered by IREX. The program’s purpose is to improve the capacity of local public authorities (LPAs), including their ability to work inclusively with citizens and civil society, to increase revenues, improve financial management practices, build stronger checks and balances between the central and local governments, and facilitate public-private partnerships and inter-municipal cooperation.

Position summary

CM seeks a professional writer to develop five issue briefs about local government services, performance, and institutional set up in the following areas:

Urban planning, street lighting and green space management
Construction and maintenance of local roads
Construction and maintenance of pre-schools and extra-school institutions
Local economic development
Social protection and youth development.

The issue briefs will be utilized to inform and facilitate participatory and inclusive community discussions about local government services, institutional set up and citizens’ views regarding necessary reforms.

Substance and format of issue briefs

Each issue brief will provide:

An overview of local government role and set up, including administrative-territorial organization, representation role, competencies/services, and local government funding.
A human-interest story showcasing the provision of services and impact of specific local government services on individual people and/or individual communities (e.g. construction of roads impacting economic development in the community, examples of robust social protection services impacting livelihoods of people in situations of vulnerability, lack of pre-schools in the community and its impact on women etc.).
An overview of how specific local government competencies/services are regulated, carried out, and funded.
National statistics showcasing local government performance in specific competency/service areas.
List main strategies that, according to experts, may improve local government performance in specific competency/service areas (e.g. administrative-territorial consolidation, inter-municipal cooperation, increasing overall funding for local governments, rearranging distribution of competencies among different levels of Government).

All issue briefs will be developed in non-technical language and each issue brief will not exceed 2500 words (approximately 5 pages).

Deliverables and timeline

The consultant will develop five issue briefs in Romanian language, following the substance and format requirements provided in this Scope of Work document.

Develop plan for production of issue briefs, including list of interviewees for collecting information about human interest stories and expert opinions.	Two weeks from the date of contract signing	CM will review the plan and will provide feedback and additional information and data sources, if necessary.
Develop issue brief # 1	Two weeks from the date of CM feedback on the plan for production.	CM will review the issue brief and will provide comments on the format and substance of the issues brief.
Finalize issue brief # 1	One week from the date of receiving CM comments on issue brief # 1.	CM will review and approve issue brief # 1.
Develop issue briefs # 2-5	Two months from the date of CM approval for issue brief # 1.	CM will review and approve issue briefs # 2-5.

Please note:

Deliverables are subject to amendment based on consultation outcomes; further guidance and amendment of the deliverables maybe undertaken during the assignment, as needed and discussed.
Consultant fees will be inclusive of all travel and other costs related to production of issue briefs.
CM will provide to the consultant basic legal, regulatory documents and informational / analytical reports following which the consultant will carry out their own additional documentary research.
In carrying out the assignment tasks, consultant will comply with all COVID-19 related health and safety regulations.

Organizational Setting:

The Consultant will work under the overall guidance of the CM Chief of Party and direct supervision of the Policy and Research Manager.

Confidentiality:

Materials provided to the consultant and all proceeding the consultancy contract shall be regarded as confidential, both during and after the consultancy. Violation of confidentiality requirements may result in immediate termination of contract.

Skills and experience

Education

Degree in journalism or another relevant field such as law, political science, or public administration.

Experience and Skills

Extensive experience (at least 3 years) in writing materials about social, governance and other related issues and topics.
Fluency in Romanian language.

Personal qualities:

Responsibility, multitasking, flexibility and punctuality.
