National Consultant to develop two e-learning courses on bullying

Organization Background

Working in Moldova since 2004, Terre des hommes (Tdh) is dedicated to ensuring the fulfilment of all children’s fundamental rights and to contributing to the improvement of the Moldovan child protection system. By means of its projects, Tdh Moldova aims for sustainable prevention of and response to violence, neglect and exploitation against children at the community, district and national levels. Tdh Moldova is geographically operating in the entire country. Currently, Tdh’s work in Moldova is built along three complementary axes – Child Protection Systems, Children Affected by Migration and Access to Justice, and seeks to develop synergies between them as well as with other key thematic areas of Terre des hommes Foundation.

Project Background

Violence in schools, in all its forms, is a breach of children’s rights to education, health and wellbeing. Qualitative and equitable education cannot be ensured if adolescents are confronted with violence in the school environment. Violence in schools can take the shape of single actions, or the shape of regular intimidation, degrading treatment and harassment (bullying).

According to “Bullying among adolescents from the Republic of Moldova” Study conducted in 2019 by UNICEF Moldova, 86,8% of the total number of students of 6th to 12th forms are affected by bullying. The report revealed that adolescents involved in situations of bullying, either as aggressors, victims or witnesses, are more inclined to absenteeism, school drop-out, and have low academic performance. Aggressors or victims of bullying are more likely to encounter symptoms of depression and anxiety, have a low self-esteem, feel lonely, and sometimes loose interest in any activities.

Aware of the existing challenges, Terre des hommes Moldova is implementing, with support of UNICEF Moldova the project Joint actions to end bullying in Moldova that is committed to prevent and to respond to peer violence in the schools.

Project summary

The project, Joint actions to end bullying in Moldova, is built on the recommendations of the 2019 UNICEF’s Study “Bullying among adolescents from the Republic of Moldova” and the Roadmap to accelerate ending violence against children in the Republic of Moldova 2019-2025, and is coming forth to strengthen a broader programme implemented by Tdh in Moldova on preventing childhood violence.

The project will work to achieve its objectives through a combination of policy review, capacity building of professionals, empowerment of youth and awareness raising about bullying prevention and response. Professionals from schools, psychological services, including Pscyho-Pedagogical Assistance Services, education departments, Youth Friendly Health Clinics, but also young people from the TdH-supported Youth Clubs “ALEG” (Adolescenti Lideri pentru Egalitate de Gen), including young people registered on U-report Moldova platform will be empowered and engaged into prevention, response and raising awareness initiatives about bullying. Combined, these efforts are expected to prevent childhood violence, improve social norms, and generate an evidence based and context specific model for primary prevention efforts in Moldova.

One of the project’s expected output is related to development of two e-learning courses: one for school staff (Course Nr. 1) and one for adolescents (Course Nr. 2).

In this context, Tdh is looking for a National Consultant that will work together with an International Consultant and a specialised company to develop two e-courses on bullying. 

Scope of work

The Terre des hommes Moldova is searching for an Individual National Consultant (hereinafter Consultant) to develop two training modules on bullying in the e-learning format – one for school staff and another for adolescents. The e-courses shall aim to ensure easy and fast access to information and knowledge and build the capacities of the target group.

Target groups: school staff (for e-Course 1) and adolescents (for e-Course 2).

Tasks and estimated workload

In order to achieve the stated objective, the Consultant shall perform the following tasks:

Task 1. Develop two training modules on the bullying in e-learning format.

The Consultant shall adjust the training modules (one targeting school staff, and other targeting adolescents) and integrate it in the overall e-learning training syllabus.

In this regard, the Consultant shall contribute to the content development for e-learning courses to work with an International consultant, and a company specialized in development of e-courses, in order to deliver a well-balanced and comprehensive, coherent, interactive and targeted e-Courses.

General principles - the e-learning courses shall:

• Be user-friendly, with clear guidelines to follow the course content, suitable for self-paced learning
• Have a clear and comprehensive content;
• Have a practical and applicative rather than academic character;
• Be interactive and dynamic, include clear and relevant case-studies and examples, visual, video and audio elements;
• Include additional relevant study materials and readings, bibliography and references to the legal and normative framework;
• Make reference and include illustrative examples and case studies from the country and the international experience;
• Gender, vulnerability, disability, inclusiveness, human rights and child safeguarding aspects, shall be vividly reflected throughout the course content;
• Include module evaluation quiz and contribution to the final training evaluation quiz.

The e-courses will be developed in two languages, Romanian with Russian subtitles.

Expected Deliverables for Task 1:

1. Module syllabus developed;
2. Draft module content adjusted for the e-learning format;
3. Module scenario developed, including text for audio and video materials.

Task 2: Pilot test the e-learning courses and perform the necessary adjustments to the training content based on the piloting results.

• Participate in consultations and validations meetings on the drafted modules;
• Participation and facilitation of one pilot training of one day each for group of circa 15 beneficiaries;
• Conduct interviews with participants in the pilot sessions to identify the shortcomings of the module content;
• Perform the necessary adjustments to improve the content of the module content based on the piloting results.

Expected Deliverables for task 2:

1. At least one consultation and validation meeting on the drafted module;
2. One pilot training delivered for a group of circa 15 beneficiaries each, including agenda, information support, training evaluation forms and evaluation results;
3. At least five in-depth interviews conducted with the participants in the pilot sessions;
4. Final versions of the training module context updated according to the piloting results.

Task 3: Participate in public presentations of the developed e-learning courses

The Consultant shall take part in public events and make presentations of the developed e-learning courses and contribute to the communication materials and efforts to promote the course among target beneficiaries. Hence, the Consultant shall deliver at least one presentation of the courses.

Expected Deliverables for task 3:

1. Facilitation of one online public event for the presentation of e-courses.

Deliverables and timeframe:

The assignment should be carried out within a period of 6 months, not exceeding 25 working days.

 
Management arrangements:

The National Consultant will work under the supervision of the project manager of the Joint actions to end bullying in Moldova project. The work will be performed online, due to pandemic situation.
The Consultant shall work with an International Expert on bullying, and a specialized company for developing the e-learning course. The Consultant shall also coordinate all activities with the Tdh project designated staff.

Disbursements shall be made only after the endorsements of the submitted deliverables to the project manager and Tdh programme manager.

Note: all logistical arrangements for all activities included in this ToR shall be ensured by the project.
Terre des hommes is part of the Keeping Children Safe coalition and will require all contracted personnel to abide by its Child Safeguarding Policy and live up to and sign its Code of Conduct.

Qualifications and Skills required

Qualifications:

• Relevant academic education.

Experience:

• At least 5 years of professional working experience in the field of developing training materials and delivering trainings in the area of preventing bullying and violence among children;
• Proven experience in developing and delivering course on violence against children and other related topics;
• Proven experience of work with and providing consultancy in the field of preventing bullying and violence among children.

Competencies:

• Demonstrated capacity of   team-orientation   work, excellent   planning   and organizational skills;
• Creative and innovative thinking;
• Strong skills in developing and writing training curricula and programs;
• Ability to achieve results and deadlines in a timely manner, maintaining a high standard throughout;
• Knowledge of Romanian and good command of English and Russian.
