Purpose
The focus of this SOW is to provide support to the NSAA per the support plans developed based on priority support needs indicated by the NSAA employees and focus on enabling the NSAA to better manage the data related to child protection and care. The activities included in the Plan aim at improving skills, tools and processes that would make the NSAA more capable of developing M&E frameworks in order to ensure transparency and accountability to direct and indirect beneficiaries.

The Project
USAID works in countries around the world to improve the lives of the most vulnerable children in keeping with the objectives established in the United States Government Strategy on Advancing Protection and Care for Children in Adversity (APCCA). In support of country priorities and in line with APCCA objectives, USAID-funded activities advance partner countries on their journey to self-reliance by helping governments build and strengthen their capacities to support, manage, and finance their child protection and care systems, using best available data for decision making and employing research, implementation science, and programmatic learning to design evidence-based and evidence-informed policies, programs, and practices.
The USAID-funded Data for Impact (D4I) project builds on and reinforces current United States Government support for priority countries to realize the power of data as actionable evidence that can improve policies, programs, and outcomes (https://www.data4impactproject.org).
In the Republic of Moldova, USAID supports the implementation of the project: “Data for Impact: Harnessing the Power of Data for the Benefit of the Child”, which has the overall objective to strengthen the capacity of the government and its partners at national and subnational levels to collect, analyze, and use data to generate a positive impact on children in adversity. The project is based on the results of the USAID -funded MEASURE Evaluation project which was implemented in the period of 2017-2019 in the Republic of Moldova.
The project is envisaged to have a duration of approximately three years (February 2020 – December 2022), pending continuing annual funding from the USAID Mission in the Republic of Moldova, which is conditioned by the results of the previous year. This RFP is looking for an organization to support the monitoring and evaluation (M&E) capacity strengthening objectives, in support of the Policy Department for the Protection of Children’s and Families’ with Children Rights within the Ministry of Health, Labor and Social Protection (MOHLSP); and the National Social Assistance Agency (NSAA) and the Territorial Social Assistance Structures (TSAS).
Timeline
Submissions for this RFQ will be expected before the 25th of September. All questions regarding the submission will be expected by the 11th of September. Questions for this solicitation will not be accepted after the closing date for applications. Please include a minimum validity date of submitted quotations of 30 days. Anticipated start date for delivery of services will be the 30th of October 2020.

Palladium reserves the right to award under this solicitation without further negotiations. The offerors are encouraged to offer their best terms and prices with the original submission.
PROCUREMENT INTEGRITY AND ETHICS
It is Palladium’s Policy that no gifts of any kind and of any value be exchanged between vendors/contractors and Palladium personnel. Discovery of the same will be grounds for disqualification of the vendor/contractor from participation in any Palladium’s procurements and may result in disciplinary actions against Palladium personnel involved in such discovered transactions.
