Purpose
The focus of this SOW is to provide support to the NSAA per the support plans developed based on priority support needs indicated by the NSAA employees and focus on enabling the NSAA to better manage the data related to child protection and care. The activities included in the Plan aim at improving skills, tools and processes that would make the NSAA more capable of developing M&E frameworks in order to ensure transparency and accountability to direct and indirect beneficiaries.

Type of Contract
Fixed Unit Price contract will be issued to the successful offeror.

October 30th, 2020 – September 30th, 2021.

The Project
USAID works in countries around the world to improve the lives of the most vulnerable children in keeping with the objectives established in the United States Government Strategy on Advancing Protection and Care for Children in Adversity (APCCA). In support of country priorities and in line with APCCA objectives, USAID-funded activities advance partner countries on their journey to self-reliance by helping governments build and strengthen their capacities to support, manage, and finance their child protection and care systems, using best available data for decision making and employing research, implementation science, and programmatic learning to design evidence-based and evidence-informed policies, programs, and practices.

The USAID-funded Data for Impact (D4I) project builds on and reinforces current United States Government support for priority countries to realize the power of data as actionable evidence that can improve policies, programs, and outcomes (https://www.data4impactproject.org).

In the Republic of Moldova, USAID supports the implementation of the project: “Data for Impact: Harnessing the Power of Data for the Benefit of the Child”, which has the overall objective to strengthen the capacity of the government and its partners at national and subnational levels to collect, analyze, and use data to generate a positive impact on children in adversity. The project is based on the results of the USAID -funded MEASURE Evaluation project which was implemented in the period of 2017-2019 in the Republic of Moldova.

The project is envisaged to have a duration of approximately three years (February 2020 – December 2022), pending continuing annual funding from the USAID Mission in the Republic of Moldova, which is conditioned by the results of the previous year. This RFP is looking for an organization to support the monitoring and evaluation (M&E) capacity strengthening objectives, in support of the Policy Department for the Protection of Children’s and Families’ with Children Rights within the Ministry of Health, Labor and Social Protection (MOHLSP); and the National Social Assistance Agency (NSAA) and the Territorial Social Assistance Structures (TSAS).

Timeline
Submissions for this RFQ will be expected before the 25th of September. All questions regarding the submission will be expected by the 11th of September. Questions for this solicitation will not be accepted after the closing date for applications. Please include a minimum validity date of submitted quotations of 30 days. Anticipated start date for delivery of services will be the 30th of October 2020.

Required Qualifications:

Scope of Work and Standards

• As part of this work, D4I would require a staff person to be co-located at the National Social Assistance Agency (NSAA).
• Other support may be proposed to fulfill the following scope of work.
• Technical direction will be provided by D4I HQ staff and the Resident Advisor. The bidder may suggest additional staff to support if needed/required.
• All work done in support of NSAA will be participatory in nature, requiring collaboration with relevant government counterparts.
• Palladium, the implementing partner for D4I, will cover all training costs associated with D4I support plan implementation.
• Palladium will reimburse all travel costs to the individual or organization as relevant.

NSAA Scope of Work

1. Develop supportive supervision guidelines for NSAA related to facilitating regular data quality review and data use at rayon/municipal level
   
   2. Support the NSAA in advising the TSAS on regular data quality review and data use based on the guidelines mentioned at point 1 above (this might involve field visits)
   
   3. Support development of communication products related to M&E in the field of child protection and care (M&E reports, informative notes, bulletins, etc.)
   
   4. Support the NSAA to develop and institutionalize a M&E plan in the field of child protection, including related procedures for data collection, storage, analysis and use; review and improve existing data collection tools for data to be collected by the NSAA
   
   5. Mentor staff on implementing the M&E plan per their roles and responsibilities
   
   6. Support the NSAA in developing an evidence based annual activity plan (i.e., using data to develop the plan)
   
   7. Support the NSAA in developing the NSAA annual activity report (chapters related to child protection and care)
   
   8. Facilitate internal working meetings with participation of NSAA subdivisions in order to ensure a coherent approach towards data collection and use as well as activity planning and reporting
   
   9. Draft a guide on data analysis and quality assurance
   
   10. Develop an M&E induction guide for newly hired employees at NSAA

Evaluation and Award Process

A selection panel will be formed to select the appropriate organization. Proposals will be reviewed and assigned points as follows:

• Demonstrated organizational capacity in monitoring, evaluation and learning for the social service sector (20 points)
• Qualifications of staff to be based at the NSAA (50 points)
• Knowledge of Moldovan child protection policies, legislation and institutional framework; knowledge of case management procedures and practices will be an asset
• Professional experience at the national level working with high-level stakeholders, such as ministries and governmental agencies
• Experience in monitoring & evaluation, including indicator development, data analysis and data use for decision making, training;
• Demonstrated experience in conducting capacity building activities (training, mentorship, etc.) to government staff and/or rayon social assistance and family protection directorates, preferably in the area of M&E;
• Demonstrated expertise in group facilitation, with presentation skills;
• Legal permission to work in Moldova
• Ability to travel in Moldova (around 40% of time)
• Excellent command of written and spoken Romanian, Russian and English
• Computer literacy
• Proposed plan for mobilization of staff and implementation of deliverables, including how this will be addressed during COVID-19 (20 points)
• Realistic budget to achieve key deliverables (10 points)

This opportunity will be awarded to the best value technically acceptable quotation received by the evaluation team. 

Quotations which do not meet the criteria detailed above will not be accepted.

PROCUREMENT INTEGRITY AND ETHICS

It is Palladium’s Policy that no gifts of any kind and of any value be exchanged between vendors/contractors and Palladium personnel. Discovery of the same will be grounds for disqualification of the vendor/contractor from participation in any Palladium’s procurements and may result in disciplinary actions against Palladium personnel involved in such discovered transactions.
