Call for Partner Organization: Civil Society Support for Education

Liechtenstein Development Service (LED) is currently looking for a partner organization, which will plan, coordinate and facilitate the implementation of different advocacy interventions run by several actors and/or implementing organizations. The partner organization should have a proven track record of experience in implementing advocacy initiatives and implementing large projects with a multi-partner set up.

Background:

LED plans to launch a program on advocacy work in education that aims to support different stakeholders to contribute effectively to public debates on the quality of education. The program interventions will target the building of Civil Society Organizations (CSOs) capacity to advocate for the quality of education, by giving the key stakeholders a voice, drawing on the evidence to form and to share a common opinion in order to enrich the discourse on education.

The overall project framework revolves around three components:

  1. Strengthening representation of key stakeholders
  2. Strengthening the CSOs’ capacities: Participation and Communication
  3. Evidence-based advocacy: Improving the access to relevant data

Program phases & budget

The estimated duration of the entire program is 6 years with 2 phases of 3 years each (excluding the Inception Phase of 6-8 months).

The partner organization will be in charge of the following key tasks: (1) to support LED team to finalize the draft of the Inception Phase Application, Logframe, and Budget; (2) to plan Phase I and to develop the Program Application, Program Document, Logframe, Budget and (3) to implement Phase I in line with the agreed documents and contract.  

The total financial volume over the Program Phase I (including the Inception Phase) is estimated to be at around 350’000 Euro.

Selection Process of Partner Organization

The applicants and the applications are evaluated on the basis of the following model:

  • The applicants must meet the suitability criteria and the award scale specified in Terms of References.
  • The applicants must complete and submit the Expression of Interest Form and Apraisal of Advocacy Capacity. 
  • The application documents must be submitted by 24th of November, 2019.

Expected competences and experience:

The partner organization should have a proven track record of experience in implementing advocacy initiatives and implementing large projects with a multi-partner set up. Importantly, the applicant should meet the following requirements:

  • Local NGOs have a priority in the selection process;
  • Knowledge and experience of advocacy skills and methods;
  • Knowledge and experience of facilitation skills and of participatory methods;
  • Experience of conducting and reporting on initiatives on advocacy;
  • Experience in approaches to involving various stakeholders in consultation processes;
  • Extended experience in Project Management Cycle, financial and human resources management and in development, designing and implementing processes, but also in achieving results; 
  • The designated team should be able to communicate in English, Romanian and Russian. English will be the Program’s official and reporting language.
  • The designated team has the necessary qualified staff with sufficient project management support.
  • Experience in rights-based project work is a plus.

Timeline: The application documents must be submitted by 24th of November, 2019. The outcome of the application will be known by 15th of December 2019. Interested applicants are welcome to submit the supporting documents to o.poverjuc@led.md.
