IMS (International Media Support) invites interested and qualified consultants to submit proposals for the assignment described in this Request for Tender (RFT). International Media Support (IMS) requires the Advertising Market Liberalisation & Media Market Reform Adviser to provide strategic expertise to support IMS and national stakeholders in advancing evidence-based reforms that promote fair competition, transparency, and economic viability, in line with European standards and Moldova’s EU accession trajectory.
Moldova’s media sector continues to operate without a coherent, long-term strategy that links freedom of expression, economic sustainability, and democratic resilience. While pluralism exists, independent media remain economically fragile, structurally fragmented, and exposed to political, economic, and hybrid pressures that undermine information integrity.

Timing & Duration
IMS aims to conclude the tender process by 6th March 2026 with the intention to sign a contract with the selected consultant shortly thereafter. The initial contract will run until 15th May 2026 with the possibility of extension based on programme needs and mutual agreement.
The contract may be subject to prolongation, if deemed necessary to fulfil the objectives of the assignment. IMS and the Supplier will negotiate the conditions of any such prolongation.

The tender and supporting documents are to be submitted before 6th March 2026. Late submissions will not be considered.
Selection Process: The applications will be reviewed on a rolling basis. Only shortlisted tenders shall be contacted for a round of interviews before the final decision is made. Thereafter, the successful tender shall be notified directly.
