Overall purpose of the role: 

The consultant supports the development of the Ukrainian legal response. The position ensures that high quality legal consultations/assistance, research and analysis are available for supporting CDA’s day-to-day activities, advocacy, training and capacity building initiatives. The consultant is also responsible for establishing CDA`s strong presence in cross-border advocacy in Moldova and Ukraine. The role supports development of cross-border partnerships with the Ukrainian NGOs and State authorities as well as establishment of the Ukrainian legal aid component of CDA.

Responsibilities:

Legal aid, thematic research, legal analysis and reporting

  • Responsible for legal consultations and assistance on issues connected with the Ukrainian legislation
  • Responsible for research and analysis, advocacy vectors and thematic reports.
  • Work in close coordination with the Program Director and in active consultation with the Executive Director to ensure that research, analysis, drafting, editing and publishing of all project related materials comply with CDA standards and are completed on time.
  • Draft and review legal and information materials including position papers, briefing notes and leaflets.
  • Responsible for providing thematic input for proposal and donor reporting
  • Conduct research and analysis and thematic reports on issues assigned by the Program and/or Executive Director
  • Provide legal and conflict context analysis to any CDA program as assigned by the Program and/or Executive Director
  • Ensure timely and high-quality production and dissemination information of materials and training products on legal issues connected with the stay of the displaced persons in Moldova

Coordination, representation training and advocacy

  • Create and maintain a network of major advocacy stakeholders at the local, regional and national level on thematic areas assigned by the Program and/or Executive Director
  • Make or coordinate field visits in coordination with field lawyers to observe the trends, gather data and facts for advocacy.
  • Cooperate with the local NGOs, Ukrainian NGOs and other humanitarian actors on the establishment of partnerships, coordinate the cooperation between CDA and beforementioned actors
  • Undertake other advocacy initiatives as assigned by the Program and/or Executive Director
  • Facilitate training, on thematic legal issues for lawyers, local government, youth actors, CSO actors and other relevant stakeholders at national and/or local level
  • Perform as a resource person for training programs and drafting training materials.
  • Ensure coordination and supervision of officers, legal analysts and trainers.

Experience and technical competencies: (include years of experience)

·        Minimum 3 years of practical experience in legal sector

·        Strong background in public international law

·        Complete knowledge of the conflict and displacement related legal, policy and political developments of the last four years

·        Strong skill on critical analysis of law

·        Advanced written skill in English

·        Representation and public speaking skill in English.

·        Experience of and strong skills in developing and implementing project strategies and advocacy campaigns.

·        Experience in producing high-quality technical and advocacy material (training material, programme tools, proposals, advocacy and strategic documents etc.)

Languages: (indicate fluency level)

·        Full professional proficiency in English;

·        Fluency in Ukrainian and Russian.
