Background:

Under the direct supervision of the National Procurement and Materials Management Officer and general guidance of the CFA, the incumbent is in charge of proper day-to-day management of transportation services in the MtM. This includes coordination of the driving schedules of the Mission drivers, proper and timely maintenance of the car fleet, monitoring and control of the usage of the official vehicles and fuel consumed in accordance with the CRMS and of reporting through the electronic fleet management and reporting tools of the organization, like Fleet-wave, etc. The incumbent conducts driving tests when required.
To cope with the remaining needs of the Mission for daily transport and the execution of the connected overall transport businesses, the incumbent is also assigned with an additional ordinary driver function. He is expected to contribute to a more smooth execution of the transport tasks within the Mission, also in the light of having then, an additional backstopping driver available, when required.

Tasks and Responsibilities:

Under the direct supervision of the National Procurement and Materials Management Officer and general guidance of the CFA, the successful candidate will be tasked with the following duties:

  1. Responsible for the day-to-day maintenance of the vehicle/s pool, checking oil, water, battery, brakes, tyres etc., performing minor repairs and/or arranging for other repairs and that vehicles are refilled and refuel in due time; 
  2. Implementing internal OSCE policies and procedures in relation to transport matters;
  3. Ensuring to the extension possible that the MtM staff driving the official vehicles follow the OSCE internal policies and procedures, Moldovan traffic rules;
  4. Ensuring that the steps required by rules and regulations are followed in case of involvement in accident, or in case that the vehicle breaks down and provides assistance for vehicles and personnel recovery. Developing and maintaining accident case files;
  5. Providing appropriate training to personnel on vehicle management, records and documentation. Providing winter driving training and tyre-change training to all Mission staff;
  6. Co-ordinating the work of the Mission drivers and assisting with performance evaluation of drivers;
  7. Responsible for registration, timely registration extension and de-registration of OSCE vehicles and private cars of international staff in the respective state services;
  8. Preparing newly arrived official vehicles for use, ensuring that a vehicle is fully equipped with safe/radio equipment and necessary vehicle accessories as per Centre’s internal policies, assigning a specific parking lot;
  9. Preparing the official vehicles to winter/summer seasons including change of tires, consulting OSCE drivers regarding appropriate actions to be taken for preparation to winter season;
  10. Conducting driving tests for the OSCE staff along with Security Officer and familiarizing the staff with the OSCE policies and procedures;
  11. Updating monthly vehicle insurance list and annual green cards (insurance);
  12. On a monthly basis, logging official trips, daily km reading, fuel consumption, oil changes, greasing, etc. Monitoring data, analyzing and reporting on the data from the Trip Ticket (driver’s name, destination, daily km, fuel consumption, service, repair or maintenance costs);
  13. Responsible for accurate maintenance of the vehicle folders;
  14. Reporting through the electronic fleet management and reporting tools of the organization, like Fleet-wave, etc. to ensure effective and efficient use of Mission cars;
  15. Arranging maintenance, minor and capital repair of the OSCE vehicles to ensure road-worthiness and safety. Responsible for preparation and updating data on repair and maintenance of each vehicle of the MtM;
  16. Consulting the National Procurement and Materials Management Officer and the CFA on optimization of costs related to maintenance and repair of the official vehicles;
  17. Assisting the National Procurement and Materials Management Officer and the CFA in preparation of budget related to maintenance and repair of the MtM vehicles;
  18. Delivering and collecting mail, documents and other items, meets official personnel at airport, transports non-OSCE Mission members when requested;
  19. Being familiar with the best routes to and from destinations, including to the airports, and be prepared to alter driving routes when traffic/weather conditions warrant;
  20. Supporting the smooth execution of the transport tasks within the Mission, as additional backstopping driver, available when required;
  21. Performing other duties as assigned

Necessary Qualifications:

  • Completed secondary education supplemented by training in mechanic. Valid driving license minimum category BC. Specialized training in car pool (garage) management would be an asset;
  • Minimum 5 years experience in transportation and in team leadership in a national or international organization with some skills in minor vehicle repair and car maintenance, plus experience requiring awareness of security issues. Experience driving 4x4 vehicles;
  • Computer literate with practical experience with MS Windows applications;
  • Good working knowledge of English is required. Knowledge of Russian and Romanian languages is required;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 660.00, OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level.
