UNDER EU Indirect Management

“Development of Rural Areas in Moldova”

Background and Introduction:

Austria has a long standing partnership with the Government of Moldova. The Republic of Moldova has been a priority partner country of the Austrian Development Cooperation (ADC) since 2004. The Austrian Development Agency (ADA), which is the operational unit of the ADC, supports its partner countries in implementing programmes and projects in the sectors of focus.

The ADA Coordination Office in Chisinau therefore is responsible for the implementation of ADC’s country programme as well as for the implementation of the project funded by the EU.

ADA’s focus in Moldova lies on projects in water supply and wastewater disposal, environmental protection and climate change and in economic development through labour market oriented, socially inclusive Vocational Education and Training (VET).

Against the background of long standing cooperation and renowned expertise, ADA has been mandated by the EU to implement a project worth 8.2 Mio Euro regarding the Development of Rural Areas in Moldova. This intervention is part of the EU’s Action Document for the Development of Rural Areas in the Republic of Moldova under the European Neighbourhood Instrument (ENI) and covered under the Financing Agreement between the EU and the Republic of Moldova which was signed in July 2017.

The project consists of the following two parts:

PART 1: increase the competitiveness of the agri-food sector in Moldova through integration to domestic and global value chains, in particular in the soya sector

PART 2: strengthen the water supply and sanitation infrastructure in rural areas

To support the ADA Coordination Office in Chisinau in ensuring a successful implementation of this project, ADA is recruiting an experienced Finance & Administration Officer for the project for a maximum of 45 months.

The activities within PART 1 and PART 2 entail procurement of works, supply and consultancy services as well as management of a grant agreement with a project consortium and of service contracts with external consultants.

The EU funded project will be implemented over a period of 48 months (mid Nov. 2017 – mid Nov. 2021).

Objective:

The Finance & Administration Officer will be based in the Project Office in Chisinau with trips and visits to the different project partners and beneficiaries within Moldova and be responsible for administrative and financial management of the project.

The Finance & Administration Officer will be responsible for the overall project accounting and financial reporting within ADA and to the EU as well as for administrative duties within the project (event organization, logistics, tax related issues, etc.). The Finance & Administration Officer will perform duties for both parts of the project (PART I and PART II).

Specific duties:

  1. Ensure sound financial management of the overall project, in particular ensuring compliance of the project expenses with ADA and EU relevant budgetary and financial policies and procedures.
  2. Produce detailed budgets, financial/expenditures for both project components in cooperation with the two Project Managers Maintain records and ensure proper accounting,
  3. Draft financing requests for the EU;
  4. Monitor consistent use of tools and templates for financial and project compliance Identify financial management issues during project implementation and propose corrective action and measures to the two Project Managers to mitigate risks;
  5. Articulate and advocate for ADA’s position on matters of financial management regulation and other contractual issues;
  6. Support project audit activities in close coordination with the Finance, Accounting and Control Unit at ADA headquarters;
  7. Be responsible for the office management and project related procurement activities and purchase orders in compliance with ADA’s Project Operational Manual (POM),
  8. Be responsible for compliance with local tax and financial management regulations, including maintaining relations with local tax authorities, and in particular ensuring compliance with relevant procedures for customs and tax exemption;
  9. Ensure proper funding of the project office and administrative management;
  10. Accounting of the Project Office;
  11. Prepare all financial transactions;
  12. Record all financial transactions in compliance with ADA’s financial system (“BAKAWA”);
  13. Management of petty cash;
  14. Support Project Managers in the day to day office administration, in filing and documentation;
  15. Organize, prepare and participate in Steering Committee meetings and Advisory Board meetings and ensure follow-up;
  16. Assist in the preparation of events, visits and field missions;
  17. Carry out any other duties or assignments, as required;

Duration of assignment:

The assignment is fulltime, ideally as of 1st of March 2018.

Qualification and Experience required:

  • University degree in Finance, Accounting, Economics or Business Administration
  • At least 7 years of working experience, a minimum of 5 years thereof in financial project management
  • Solid knowledge of financial and accounting procedures and experience in project accounting and reporting
  • Practical knowledge of economic and financial issues related to development project appraisal.
  • Experience in management of EU funded projects
  • Knowledge in tendering processes based on EU and Moldovan procurement regulations
  • Demonstrated work experience in financial management of donor funded projects
  • Experience in development cooperation and issues related to poverty reduction
  • Demonstrated gender, diversity and environmental competence
  • Excellent Computer skills and Excel skills
  • Experience in using financial software
  • Good interpersonal and communication skills
  • Flexibility to adjust working hours to actual workload as requested by the Coordination Office in Chisinau
  • Capacity to work under pressure and availability to travel
  • Languages: English (very good to excellent, both oral and written), Romanian and Russian; German would be an asset
