Policy Advisor

The German Development Cooperation through GIZ is looking for a Policy Advisor within its project “Economic Policy Advice to the Moldovan Government “.

The position shall serve to implement advisory work within the Parliamentary Committee for Economy, Budget and Finance (hereafter “the Committee”).

The main responsibility of this position is taking up policy proposals from parliament, government structures, businesses, business associations, and consultants, analyzing and assessing them – both, in content and practicability – and, based on it, advising Parliament and Government structures.

The Policy Advisor will be responsible for developing and promoting feasible policy reform proposals that lead to improvements in business climate, for preparing decisions that help overcome obstacles for investors, and for supporting the successful completion of investment intentions together with state and non-state actors.

The following responsibilities are included in the assignment:

  • In close cooperation with the Committee and the project, to coordinate, assess, develop and discuss recommendations and analysis, in order to improve the legislative and regulatory investment framework, Moldova’s competitiveness and investment attraction capacity (especially, but not exclusively, within the fields of macroeconomic policies, taxation, customs, entrepreneurship, state controls etc.);
  • Collaborate with Parliament and Government ministries and agencies to facilitate priority investments and improve the investment/business climate in Moldova;
  • Advocate and advice on new policies, fiscal or non-fiscal incentives, laws or regulations in order to improve Moldova’s competitiveness;
  • Act as a communication link between Parliament and Government actors, investors, business associations, external donors, and embassies – organize public-private dialogues in different formats;
  • Answering and facilitating queries incoming from potential investors;
  • Ensuring regular feed-in of work results into the project monitoring system, and performing other position related duties, as might arise in the process of work.

Required qualifications:

  • Bachelor and/or Masters in International Economics, Business Law, Business Administration, International Relations or a related topic;
  • At least 8 years of professional work experience, ideally in private and public/consulting sectors;
  • Demonstrated competence in Research, Strategy and Policy Analysis;
  • Deep understanding of policy impact on the private sector in Moldova;
  • Proven ability to interact with senior managers of international corporations/organizations;
  • Problem-solving skills, ability to negotiate, be a strong team player, and possess excellent communication, interpersonal and management skills;
  • Clear understanding of national economic priorities and ability to translate them into investment opportunities;
  • Fluency in Romanian and English; knowledge of German, French, Russian, Italian or Spanish would be an asset;
  • Strong IT skills (MS Office package), analytical and report writing skills.
