Moldova Competitiveness Project - Creative Services Industry Development Specialist

Chemonics International is seeking to hire a Creative Services Industry Development Specialist to be part of the team of Moldova Competitiveness Project funded by USAID and the Swedish Government. The Specialist will be responsible for Project activities raising industry competitiveness, in order to increase productivity and quality, through better workforce and adopted innovation, expand local and international market linkages and improve the sector-enabling environment.

The Moldova Competitiveness Project (2015-2020) supports the Government of Moldova’s strategy of export and investment-driven growth by focusing on: increased productivity and quality; expanded market linkages; improved sector-enabling environment. Planned project interventions should lead to increased productivity, improved product quality, more streamlined business practices, and more modern management practices. The Project is supporting several targeted industries, namely Information and Communications Technology (ICT) clustered with Creative Services and Precision Engineering, wine, tourism sector; and light industry (clustered textiles and apparel with footwear sectors).

The project focuses on supporting the following sub-sectors of the Creative Services Industry:

-      industrial design, architectural design, graphical design;

-      2D/3D animation, multimedia, artistic productions;

-      in-studio video production including commercials;

-      sound recording, processing, mixing and sound mastering;

-      graphic arts and design including stills and visuals;

-      electronic game development, VR/AR.

In this regard, the Project is seeking qualified Industry Development Specialist to design, plan, and manage technical assistance to Creative Services Industries at the industry-level and firm-level. The Specialist will interact will all industry players, i.e. Government counterparts, business associations, firms, educational institutions. Technical assistance will include hands-on consulting, training, direct support, grants or a combina­tion thereof to Project beneficiaries from the abovementioned industries in order to increase productivity and quality, through better workforce and adopted innovation, expand local and international market linkages and improve the sector-enabling environment.

QUALIFICATIONS

  • Bachelor’s degree or higher in the subject area or another relevant field;
  • At least 5 years of experience in business development, consulting, or working in one or more Creative Services Industry areas;
  • Strategic thinking, analytical capacity and ability to drive change;
  • Knowledge of the markets and stakeholders of the Creative Services Industry;
  • Knowledge of international best practices in developing the Creative Services Industry is a distinct advan­tage;
  • Prior experience working with donor programs is an advantage;
  • Excellent writing, presentation, communication skills;
  • Strong project management skills;
  • Fluency in Romanian and English, good knowledge of Russian – written and spoken.
