Tender no 83325383 for contracting a legal firm or consulting company to conduct a study and elaborate a roadmap for enabling the development of crowdfunding in Republic of Moldova

The German Development Cooperation through GIZ is looking for a legal firm or consulting company to conduct a study and elaborate a roadmap for enabling the development of crowdfunding within its project “Economic Policy Advice to the Moldovan Government”.

The contractor will provide the following deliverables:

  1. A report providing
  2. an overview of the current situation of crowdfunding in Moldova;
  3. an overview of international good practices of crowdfunding regulations;
  4. an analysis of relevant legal aspects in Moldova that affect crowdfunding (e.g. only banks being able to attract funds from individuals, legal aspects defining provision of shares of SMEs), and
  5. key options for crowdfunding regulation in Moldova (list of issues where strategic decisions need to be taken by the policy-maker).
  6. Presentation of the report to key stakeholders
  7. Roadmap: detailed plan of activities for adopting all the resulting normative acts.

A follow up assignment may be announced for drafting legislation resulting from the report and roadmap.

The contractor is to meet the following requirements:

  • Legal firm or consulting company registered in Republic of Moldova;
  • Availability of at least one team member with a strong background in financial services (at least 5 years of relevant experience), especially FinTech and desirably crowdfunding;
  • Availability of at least one team member with a strong background in IT (at least 5 years of relevant working experience);
  • Proven track record of working with the Moldovan Government and financial institutions is highly desirable;
  • Fluency in Romanian language is required, and fluent English is required of the team leader.

Within the proposal, the bidder will present (in a sealed envelope containing 2 separated envelopes):

1) Short technical proposal outlining (all in a separate sealed envelope):

  • Proposed approach and timeframe;
  • Relevant experience of the applying entity;
  • CVs of proposed team;
  • Copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available;
  • No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report;

 2) Financial proposal including the rates and number of expert days for the entire assignment, as well as a total budget expressed in MDL, VAT 0%; company bank data, including bank name and IBAN for MDL (all in a separate sealed envelope); Only costs listed in this proposal can be reimbursed.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes, showing the tender number (83325383) and subject on it, to the address of GIZ Office Chisinau (66 Bernardazzi St., 5th floor, left wing; Chisinau, MD-2009) not later than June 21, 2019, time 17:00. 

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
