Modernization of Government Services Project

The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services. 

The objective of the assignment is the development of a systematic, structured and integrated framework to manage the institutional and functional changes of public service providers and to support capacity development of the relevant managerial staff to implement the change management framework in the process of institutional redesign and/or transition to new service delivery models. 

The e-Governance Agency now invites individual consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following minimum qualification requirements:

Mandatory qualifications:

  • University degree or higher degree in public administration, political science, social sciences or other related to the assignment disciplines;
  • Minimum 8 years of extensive work experience on public administration reform and human resources management fields;
  • Minimum 5 years in developing training materials and delivery of trainings in the fields of public administration reform, institutional change and human resources management;
  • Certified specialized trainings in Change management and/or Human resources management;
  • Experience in developing and implementing change management strategies/policies within public organizations;
  • Very strong interpersonal and communication skills;
  • Proven analytical, organizational, reporting and writing abilities (the candidates shall provide details on documents developed under different assignments, also mentioning their role in such exercises, i.e. author, co-author, member of the developing team, etc). The Client can request additional information on the mentioned document during the evaluation process);
  • Ability to effectively communicate and write in English language.

Preferred qualifications:

  • Experience in working with teams on multi-disciplinary analytical work and similar assignments conducted by the World Bank, IMF, UNO and other donors financed projects;
  • Good knowledge of the Moldova case and the local context;
  • Previous experience in the implementation of activities related to the Government Service Modernization Agenda;
  • Knowledge of Romanian and/or Russian languages.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: This is a part-time assignment expected to be performed during the period April-July 2019.
