  1. Introduction: The Moldova Competitiveness Project (MCP) is a program funded by USAID and the Swedish Government and implemented by Chemonics International in Moldova. The goal of the MCP is to support Republic of Moldova’s efforts to promote a strong, diverse and export-oriented economy by improving competitiveness and efficiency in key Moldovan industries, namely wine production clustered with tourism, light industry (clustered textiles and apparel with footwear manufacturing), and information and communication technology (ICT) clustered with creative services and precision engineering.

 One of the objectives of the Project is to grow economic competitiveness in Moldova through development of the creative skills, workforce development and entrepreneurship. To this end, the Project is supporting the development of a Creative Hub for the creative services industries in Moldova. The Center “Creative Hub” will provide a physical space and amenities within the Academy of Arts of Moldova for aspiring creative professionals in applying theory into practice. This Center will provide the opportunity to develop an alternative learning platform focused on nurturing creative talent and foster the emergence of new creative companies on the market. Moreover, the Creative Hub aims to become the platform that enhances knowledge transfer between companies activating within the creative industry and start-ups by providing a common ground for interaction.

Under the current RFQ, MCP invites specialized companies to supply and install access control, security, video monitoring and fire alarm systems in the Creative Hub (Left Wing) situated in the left wing of the Academy of Music, Theatre and Fine Arts situated on 137, 31 August 1989 str. Creative Hub (Left Wing) consists of 2 floors with the total area of 451 square meters.

The purpose of this RFQ is to solicit quotations for the list of items as requested in Section 3 Specifications and Technical Requirements.

Offerors are responsible for ensuring that their offers are received by Chemonics in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

  1. Offer Deadline and Protocol: Offers must be received no later than 17:00 local Chisinau time on January 25, 2019 by email at

Offers received after the specified time and date will be considered late and will be considered only at the discretion of Chemonics.

  1. Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 14:00 local Chisinau time on January 23, 2019 by email to Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification—and the responses thereto—that Chemonics believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.

Only the written answers issued by Chemonics will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of Chemonics or any other entity should not be considered as an official response to any questions regarding this RFQ.

  1. Specifications: Section 3 contains the technical specifications of the required items and exact quantities. All commodities offered in response to this RFQ must be new and unused.
  1. Mandatory site visit: In order to provide bidders an opportunity to raise questions and to learn more about the site and the scope of work described herein one visit site per each company will be organized. Requests must be sent in advance by email at:

A mandatory site visit will be held by January 23, 2019, at 137 A, 31 August 1989 Str., Chisinau, Republic of Moldova.

The site visit is mandatory, and Chemonics will accept proposals in response to this RFQ only from those offerors who attend the site visit.

Confirmation of attendance will be done via phone.

  1. Quotations: Quotations in response to this RFQ must be priced on a fixed-price, all-inclusive basis, including delivery and all other costs. Pricing must be presented in MDL, VAT zero. Offers must remain valid for not less than sixty (60) calendar days after the offer deadline. Offerors are requested to provide quotations on their official quotation format or letterhead; in the event this is not possible, offerors may complete the table in Section 3.

In addition, offerors responding to this RFQ are requested to submit the following:

  • Organizations responding to this RFQ are requested to submit a copy of their official registration or business license and bank details for the local currency account.
  • Technical offer, describing the proposed security mechanisms, in terms of proposed equipment and efficiency.
