Tender no 83312060 for the contracting of a short-term expert to provide consulting services in the field of agriculture, sanitary and phytosanitary measures

The German Development Cooperation through GIZ is looking for an individual expert in the field of agriculture, sanitary and phytosanitary measures to support the Moldovan Government in realizing some measures included in the National Action Plan on implementing the Moldova-EU Association Agreement, within its project “Economic Policy Advice to the Moldovan Government”.

The following normative acts need to be harmonized, as part of the assignment:

  • 2008/946/EC: Commission Decision of 12 December 2008 implementing Council Directive 2006/88/EC as regards requirements for quarantine of aquaculture animals (notified under document number C(2008) 7905);
  • Council Directive 92/65/EEC of 13 July 1992 laying down animal health requirements governing trade in and imports into the Community of animals, semen, ova and embryos not subject to animal health requirements laid down in specific Community rules referred to in Annex A (I) to Directive 90/425/EEC;
  • Council Directive 92/118/EEC of 17 December 1992 laying down animal health and public health requirements governing trade in and imports into the Community of products not subject to the said requirements laid down in specific Community rules referred to in Annex A (I) to Directive 89/662/EEC and, as regards pathogens, to Directive 90/425/EEC.

The following tasks are included in the assignment:

The expert is expected to draft harmonized legislation on agriculture and SPS in line with the community acquis and according to Moldova’s commitments. This should entail but not be limited to the following activities:

  • Analysis of Moldovan and EU legislation;
  • Drafting of laws and government decisions (incl. informative notes, regulatory impact assessments, tables of compliance and divergence);
  • Organizing working groups, as necessary and requested by MARDE;
  • Conducting other tasks directly linked to achieving the assignment objectives, as necessary and upon aligning with both GIZ and MARDE.

Required qualifications:

  • University degree or equivalent education in the field of Veterinary or Food Safety;
  • Minimum 3 years of experience in drafting and promoting normative acts in the field of assignment;
  • Knowledge in transposing EU legislation into RM legislation;
  • Good knowledge of the current legislation in the sanitary-veterinary field;
  • Previous successful work experience with international organisations/projects;
  • Fluency in Romanian and English.

Applications shall include:

  • detailed CV and cover letter, explaining the motivation for the position;
  • financial offer, including gross daily rate and a total amount per up to 120 work days of assignment, for the period January – July 2019;
  • copy of ID, health insurance and social insurance card (CPAS);
  • bank data, showing bank name, bank code and IBAN (MDL).

The successful finalist will be issued a short-term consulting contract with the possibility of further extension or follow-on contract conclusion.

Applicants shall be residents of the Republic of Moldova, holding the Moldovan residentship for a period of at least 6 months at the date of application.
