Tender no. 83306292 for the contracting of a national expert to develop the Regulatory Impact Analysis for the Petrol Stage I Directive (new deadline extension)

The German Development Cooperation through GIZ is looking for an individual expert to support the Ministry of Agriculture, Regional Development and Environment (MARDE) to develop the Regulatory Impact Analysis (RIA) for the Petrol Stage I Directive, within its project “Capacity Development for Climate Policy in the countries of South East, Eastern Europe, the South Caucasus and Central Asia, Phase III’ (CDCP III)”.

The document should describe the impact assessment of the regulatory act and should detail the assessment of the costs and benefits for the society and business environment.

The following responsibilities are included in the assignment:

  • Develop the RIA in accordance with the national Methodology approved by the Government Resolution no. 1230 from 24.10.2006. Advice will be given by the International Expert in the field;
  • Participate in meetings, workshops and field visits with the International Expert;
  • Provide technical expertise on related aspects of legal content;
  • Participate in discussions with MARDE and other stakeholders on the deliverables of this assignment;
  • Support MARDE in the consultation process with the Working Group on Regulating Entrepreneurial Activity, if necessary.

Required qualifications:

  • University degree in Law (Master’s degree), Environment, Economy, Public Administration or other relevant fields;
  • At least 3 years of proven experience in delivering legal consultancy services to public sector;
  • Proven experience in developing RIA documents in accordance with the national methodology and consultation/reviewing process with the respective State Commission;
  • At least 2 years of experience in drafting legal acts, various regulations and similar documents, related to environment and/or economic sector;
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO;
  • Knowledge of EU legal and regulatory framework, and international best practices related to air quality would be an asset;
  • Strong analytical and drafting skills;
  • Ability to analyse, plan, communicate effectively with stakeholders and present ideas clearly and effectively; Excellent communication skills;
  • Fluency in Romanian, English and Russian; Computer literacy;
  • Moldovan citizenship or holding permanent resident status in Moldova
