Assignment Title: Costing and budgeting TB program components to be transitioned from the Global Fund support in Moldova and Tajikistan

The Center for Health Policies and Studies (PAS Center) has received financing from the Global Fund to Fight AIDS, Tuberculosis and Malaria toward the cost of the „ TB Regional EECA Project (TB-REP) on Strengthening Health Systems for Effective TB and DR-TB Control” Grant, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include estimating total financial resource requirements for the Moldova and Tajikistan TB program components that are currently financed by the Global Fund (GF), but are gradually transitioned from the GF support to financing by the country. The assignment is described in Terms of Reference (ToR) that can be downloaded from PAS Center web site: www.pas.md

The PAS Center now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Qualification requirements and basis for evaluation (evaluation criteria) are:

  1. General experience (30 points):
  • At least 5 years’ experience in program budgeting;
  • Experience of working with international organizations and/or national agencies implementing externally funded programs and projects;
  • Technical capacities to ensure smooth implementation and high-quality outputs;
  • Experience working with the Global Fund and other organizations in the transition and sustainability issues will be an added value.
  1. Specific experience (40 points):
  • International consultant(s) should have thorough knowledge and expertise in costing and budgeting health services;
  • Experience of work in the EEACA region will be an added value;
  • Familiarity with TB programs in the EECA countries will be an assert.
  1. Key personnel, professional experience (30 points):
  • Qualified staff with general experience in health economics;
  • Advanced university degree in economics or public health;
  • Proven experience in conducting cost analysis and economic evaluations related to health services;
  • Proficiency in spoken and written English and Russian.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
