Tender no. 83283790 for the contracting of a short-term expert to provide Technical Advice to the State Chancellery in the Field of Civil Service/Human Resource Management

The German Development Cooperation through GIZ is looking for an individual expert to provide technical support to the State Chancellery in the process of conducting a comprehensive analysis of the status quo of public functions and civil servants in local and central public administration in the Republic of Moldova within its “Support to Public Administration Reform” project.

The consultant is expected to complete the following tasks:

  • Develop a realistic work plan for the implementation period of the assignment;
  • Review previous reports on public functions and status of civil servants and develop recommendations for their qualitative improvement in terms of analytical scope and structure;
  • Develop a research methodology for the implementation of the tasks 4-8 of the assignment;
  • Consolidate the already available quantitative data on the civil service system on local and central public administration into a multi-annual data set in line with the provisions of the methodology;
  • Conduct plausibility checks of the available quantitative data in order to ensure the coherency and quality of the data set;
  • Conduct a comprehensive multi-annual quantitative and qualitative analysis in line with the research methodology in order to develop a nuanced analysis of the current process of implementation of the existing regulatory framework in the field of public functions and status of civil servants as well as to identify potential problems and challenges;
  • Develop concrete proposals and recommendations for the State Chancellery and public authorities in order to improve the civil service system in both the short, medium and long-term;
  • Consolidate the results of the above tasks into a final narrative report.

Required qualifications:

  • Bachelor Degree in the field of Public Administration, Human Resource Management, Social Science or any related relevant discipline (post graduate degree as an advantage)
  • Minimum of 3 years of research experience in the field of civil service reform and human resource management in the public sector;
  • Demonstrated knowledge of civil service reform in the Republic of Moldova;
  • Comprehensive experience with MS Office, esp. MS Excel for data analysis, experience with other data analysis software (e.g. SPSS) as an asset;
  • Demonstrated excellent analytical and writing skills;
  • Ability to work under tight deadlines with excellent time management skills and a focus on results;
  • Fluency in Romanian; Fluency in English as an advantage.

The successful finalist will be issued a short-term consulting contract with the possibility of further extension.

Applicants shall be residents of the Republic of Moldova, holding the Moldovan residentship for a period of at least 6 months at the date of application.
