Subject: Request for Information (RFI) for the development of eTPI System for Moldova for processing international postal consignments for Moldova

 

To all Interested IT companies:

Nathan Associates Inc. (“Nathan”), the implementer of the USAID-funded Moldova Structural Reform Program, is issuing a Request for Information (RFI) to solicit input from interested IT companies to provide comments, opinions, and recommendations in approaches to implement an IT system to process the international postal consignments for Moldova – the IS eTPI.

To obtain the full RFI and Terms of Reference (TOR) interested companies are asked to send a request to msrp_procurement@nathaninc.com.

This RFI is solely issued to solicit comments on the anticipated activity and for information and planning purposes. It is neither a Request for Applications (RFA) nor a Request for Proposals (RFP), and is not to be construed as a commitment by Nathan to issue an RFP in the future. This RFI does not commit Nathan to contract for any supply or service whatsoever. This RFI is being used to gauge interest and capabilities of potential bidders, and may be used to develop a shortlist for a potential RFP, if an RFP is issued. Interested IT companies are advised that Nathan will not pay for any costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested company’s expense.

Submission Instructions:

Interested IT companies are strongly encouraged to submit a written response to this RFI, including comments on the draft Terms of Reference (TOR), recommended approaches, possible financing mechanisms, and responses to questions detailed in this document. Responses to the RFI should also include indicative timelines to develop and pilot the IS eTPI, and an estimated budget range to develop the system and pilot it with one postal services provider. All submissions must be via email, and should be in the following format:

All responses to this RFI must be emailed to msrp_procurement@nathaninc.com by February 20, 2020; 17:00 Moldovan time. They will be confidential and not made available to the public. Submissions will receive an electronic confirmation acknowledging receipt. Phone calls or hard copy delivery of information will not be accepted. Submitted documents and correspondence must be in the English language and in Microsoft Word or PDF format. Please limit responses to no more than 15 pages, not including brochures and illustrations, by no later than the date and time listed above.

Interested IT companies may submit questions to Nathan via email, phone or in person, but official responses must be submitted via email as per the submission instructions above. Nathan will only provide responses to questions submitted to this RFI at our discretion, and no proposals or resumes will be accepted or considered. Interested IT companies are permitted to engage and meet with Nathan after the launch of the RFI for clarification purposes and resulting non-proprietary information relevant to any subsequent procurement may be published as part of that procurement.

Please note that responses to this notice are not offers and cannot be accepted by Nathan to form a legally binding contract.

Required Services:

Overview

The USAID-funded Moldova Structural Reform (MSR) Program is a four-year project that aims to improve the business and trade enabling environment in Moldova by helping Government of Moldova (GOM) institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors. Program activities focus on reinforcing the capacity of Moldovan institutions and the private sector to consolidate earlier gains made in the trade and business-enabling environment.

MSR is working with the Moldovan Customs Service (MCS) on improving the quality of provided services and one of the activities is related to enhancing the procedure for preclearance of postal and express consignments. This will reduce the time of controlling postal and express consignments both for import/export and also would increase the reliability of the process.

MSR and MCS are considering to engage as partners Posta Moldovei and other express services providers, in order to develop the IT solution for data exchange with MCS.

Scope

Natan is seeking for inputs from interested IT companies in developing the eTPI system in accordance with the requirements set out in the TOR (please make sure to request the RFI and TOR by e-mail).  In the TOR there are described two potential versions for the development of the eTPI system – the interested IT companies may opt for both versions or choose only one of them. The interested IT companies are also required to provide for the selected version(s) the following information:

  • Requirements regarding the IT infrastructure;
  • Technologies to be used for the development of the system;
  • An estimation of the budget range for development, implementation and maintenance of the system;
  • Implementation schedule.

Expected Outputs

The MCS, USAID, and Nathan Associates Inc. are deeply appreciative of comments, views, and opinions provided by interested parties regarding the questions and proposed functionalities detailed in Section 4.  Such insight will contribute to the project’s ultimate success should a determination be made to proceed with a tender process.
