The MENSANA project announces the selection of a company to conduct a quantitative public health research through the administration of a survey among primary health care professionals in the Republic of Moldova during the period June - July 2018
Trimbos Moldova is the local implementation unit of the project “MENSANA – Support for the reform of mental health services in Moldova”. The project is financed by the Swiss Agency for Cooperation and Development, according to the reformation needs set by the Government of Republic of Moldova.
The action plan of the MENSANA project includes the administration of a survey among primary care practitioners in Moldova to assess the extent to which mental health is integrated into primary care. Your work will help evolve Moldova’s mental health care system further to better serve both patients’ and society’s needs. This current study aims to assess how shifting mental healthcare services from an institutionalized to a community-based approach affects primary healthcare service providers’ mental healthcare competencies. For this purpose, we want to contract a company that will approach professionals in primary healthcare, including family doctors and nurses, to collect quantitative data about their knowledge and skills to identify, treat, or refer people with mental health problems. The sample includes 279 primary health care practices (in total 436 doctors) throughout the Republic of Moldova both in urban and rural areas. Breakdown from pilot raions: 64 doctors in Soroca, 73 in Orhei, 57 in Cahul, 24 in Cimislia. Excluding pilot raions: 85 doctors from the north, 91 doctors from the center and 42 from the south of Moldova.
The study will be carried out under the supervision of the technical of MENSANA project. The contact with Primary Health Centers will be facilitated by the project implementation unit. The contracted company will conduct a one month and a half study (June -July 2018) on a sample of primary care practitioners within the sampling frame provided by the technical experts.
TASKS AND RESPONSIBILITIES:
The contractor will be expected to carry out the following tasks related to the administration of the survey, data collection, and data analysis:
Review the sampling strategy designed for the questionnaire (available upon request)
Assemble and instruct a team of research assistants who will ensure administration of the survey in the primary care practices, based on the sampling strategy and data collection guideline provided (the questionnaires are self-administered)
Explain the study objectives and research procedures to the study participants, and obtain written informed consent from the participants
Collect the filled in questionnaire from the sampled primary care practices
If needed adapt the data collection strategy in consultation with the technical experts and local implementation team (Trimbos Moldova)
Enter data from the survey into a SPSS data entry template, provided by the contracting party
Perform preliminary data analysis, in agreement with the technical experts
The contractor should have the following qualifications:
Extensive experience with data collection in the Republic of Moldova or similar country evidences by a good track record and at least two years of work experience
Extensive experience with quantitative data entry, data cleaning and basic analysis evidenced by (contribution to) completed reports and publications
Experience in ethical research practices
Team of experts with relevant work experience, health management experience would be considered and asset.
Ability and willingness to drive to the practices thought the Republic of Moldova
PROCEDURE AND DEADLINES:
The deadline to respond to this RFP is June 1, 2018. The work is expected to start as soon as a suitable contractor is identified, and the data collection has to be finished no later than the 20th of July 2018. When the company is selected, it will start the tasks in collaboration with the technical experts and local implementation team (Trimbos Moldova).
