Context:
Under the overall supervision of the Protection Programme Coordinator in Moldova and the direct supervision of the Protection Coordinator (Operations); and in collaboration with other units at IOM Moldova, the Project Specialist (Legal) will be responsible for contributing the effective and timely programmatic implementation of Protection-related programming in the emergency operations.
Core Functions / Responsibilities:
1. Coordinate all interventions related to the provision of legal assistance to refugees and migrants in need within the Protection Portfolio with a special attention on activities under the Refugee Response Plans.
2. Provide with minimal supervision legal information to migrants on a wide range of complex and often sensitive and/or conflicting legal matters including international and national refugee and immigration law, including the provision of legal information to interpretation and applications of rules and laws regarding trafficking in persons cases as well as other crimes.
3. Establish and coordinate daily communication with competent authorities to facilitate full support of cases and provide accurate information to refugees and migrants within the activities of the Protection Mobile Teams.
4. Liaise with relevant authorities on both the national and local level working on legal matters.
5. Prepare and coordinate research and papers on specific issues related to refugees and immigration law; perform extensive legal research and analysis on complex legal issues/questions, prepare legal brief, reports and advice the Protection Units.
6. Monitor activities of provision of legal assistance of the Protection Mobile Teams and IOM implementing partners including preparation of regular reports and maintenance of IOM case management database and reporting in coordination with the Protection Team Leader.
7. Undertake duty travel based on programme needs
